Regarding funding support for the arts groups, members in generally considered that the Administration should (a) ensure a reasonable and fair distribution of funding resources amongst arts groups; (b) review the existing mode of subsidy for the major performing arts groups to avoid stifling the development of non-subvented commercial arts groups; (c) provide more funding for the support of small and medium sized arts groups and budding artists; (d) explore means to minimize staffing and administrative expenses in the operation of arts programmes so that the savings could be re-allocated to the use of arts development; (e) examine the effectiveness of the current funding policy in achieving the policy goals, such as encouraging diversified and balanced development of arts and culture; and (f) consider increasing its overall allocation of funding for culture and the arts, given the imminent need to achieve the vision of the West Kowloon Culture District project.

The Executive Secretary informed the Commission about the steps the secretariat had initiated to strengthen the resultsoriented focus of its technical cooperation work, which included: (a) larger, longerterm and better aligned capacity development projects, with emphasis on improved performance through strengthened results-based management; (b) a resource mobilization strategy that provides a framework for a more proactive approach to partnerships and donor relations, and the establishment of a Partnerships and Resource Mobilization Section; (c) continued efforts to strengthen relations with partners through meetings with a number of member States and donor agencies; and (d) enhanced engagement with some private sector counterparts as partners in promoting and delivering capacity development.

As the Council’s meeting addresses the issue of nuclear-weapon-free zones, NAM reaffirms the need for the speedy establishment of a nuclear-weapon-free zone in the Middle East in accordance with Security Council resolution 487 (1981) and paragraph 14 of Council resolution 687 (1991) and the relevant General Assemblyresolutions adopted by consensus; and, pending its establishment, NAM demands that Israel, the only country in the region that has not joined the Treaty on the Non-Proliferation of Nuclear Weapons or declared its intention to do so, renounce possession of nuclear weapons, accede to the Treaty without further delay, place promptly all its nuclear facilities under International Atomic Energy Agency fullscope safeguards according to Security Council resolution 487 (1981) and conduct its nuclear-related activities in conformity with the non-proliferation regime.

When the fair value of unlisted equity securities cannot be reliably measured because (a) the variability in the range of reasonable fair value estimates is significant for that investment or (b) the probabilities of the various estimates within the range cannot be reasonably assessed and used in estimating fair value, such securities are stated at cost less any impairment losses.

What was required, speakers concurred, was more targeted initiatives by both least developed countries and their international commercial partners and other stakeholders to implement measures that would overcome institutional gaps and create appropriate incentives for more effective international collaboration to exploit investment opportunities, capitalize on unexploited trade opportunities, and assure more efficient and business-enabling knowledge sharing, especially best practices and other types of know-how, including the transfer of appropriate technologies.

The Committee recommends that the Report continue to feature such elements as economic and social analysis of the impacts of disasters, descriptions of regional cooperation and analysis of the role of space applications and information and communications technology (ICT) in disaster risk reduction, in addition to new elements, such as (a) information on champions for disaster risk reduction, (b) social and psychological analysis, (c) coverage of community practices vis-à-vis global perspectives, (d) analysis of a possible linkage between the Hyogo Framework for Action and the Millennium Development Goals and (e) linkage to the Global Assessment Report on Disaster Risk Reduction.
