After addressing discrimination relating to the Chinese Language examination, I would like to further request the authorities to face squarely the problem of the lack of Chinese Language curriculum and textbooks and target teaching and resources for ethnic minorities so that the painful process of learning Chinese which induces a sense of inferiority will become a thing of the past.

I am really disappointed to see some colleagues resort to criticisms of an escalated level, criticizing us for inviting foreign intervention at every turn.

Another example is that in applying for CSSA, families have to meet with the school management when making a declaration on relevant expenses. This has caused many children of CSSA recipient families to feel very inferior under the shadow of poverty.

They include low self-esteem, feelings of guilt or shame, lack of confidence in themselves and others, effects of trauma and post-traumatic stress disorder, addiction problems, sadness, depression and suicidal thoughts.

As we are scrutinizing this Bill in this Chamber today, we have to consider how we should respond to these long-standing small wishes of these families, parents and children, which warrant our respect, that is, to lay down in the objects of a publicly-funded educational institution this minimum requirement so that when people, the education authorities and education practitioners see this in the future, they can reflect on whether more efforts should be made.

As the Guangzhou–Shenzhen–Hong Kong Express Rail Link (XRL) involves $66.9 billion of public funds and the findings of the Public Opinion Programme of the University of Hong Kong published recently show that 59% of the respondents said they knew 'very little' or 'quite little' about the entire XRL project, indicating that most people do not understand the substance and social impact of the XRL, I now move under paragraph 37A of the FC Procedure to demand that the Government shelve the funding proposals of the XRL and assess the public awareness of the XRL with an opinion poll conducted by an independent organization, and re-submit the funding proposals after having ascertained that the majority of the people of Hong Kong clearly understand the substance of the XRL and its impact on the society.

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.
