The outputs to be delivered under this component are set out in paragraph 29C.35 of the budget document, and include the provision of a wide array of training programmes designed to build and sustain the Organization’s leadership and managerial capacity; improve the human and financial resources management expertise of programme managers and staff with administrative responsibilities; upgrade the information technology skills of Secretariat staff; build and strengthen linguistic capabilities; and support career development and upgrade substantive skills.

At its sixty-fourth session, the General Assembly requested the Department of Public Information, in cooperation with the countries concerned and with relevant organizations and bodies of the United Nations system, to continue to take appropriate steps to enhance world public awareness of the commemorative activities and the permanent memorial initiative, and to continue to facilitate efforts to erect the permanent memorial at United Nations Headquarters, within existing resources; and also requested the Secretary-General to report to the Assembly at its sixty-fifth session on continued action to implement the programme of educational outreach, including action by Member States, as well as steps to enhance world public awareness of the commemorative activities and the permanent memorial initiative (resolution 64/15).

It should also step up efforts, through information programmes, to raise awareness and educate both women and men regarding the pressing need to put an end to the practices of female genital mutilation and breast ironing.

In the course of consultations with key constituencies (Member States, United Nations and academia) around the desirability of preparing a draft universal declaration of ethical principles in relation to climate change, it became clear that significant work is needed on the upstream clarification of basic ethical principles, including but not limited to climate change issues, along with downstream development of practical policy tools.

Assistance focuses on (a) establishing legal and policy frameworks consistent with international standards and norms; (b) strengthening the capacity of domestic institutions, in particular anti-corruption bodies and criminal justice institutions, to effectively prevent and control corruption in an integrated and coordinated way; (c) enhancing integrity, accountability and transparency in public and private sectors, including the management of public resources; (d) supporting relevant Government institutions in international cooperation and the recovery of assets at the domestic and international levels; (e) development of strategic and thematic partnerships with members of the international community and United Nations system to ensure coherency in the delivery of technical assistance; and (f) supporting the establishment of networks and platforms for policy dialogue and peer learning among Member States at the regional and international levels.

For its part, Viet Nam would develop a plan of action to implement effectively the universal periodic review recommendations and would stand ready to discuss and share experience with all countries and international organizations to better ensure human rights in Viet Nam and the world.

Continuous changes in functional use, social structure, political context and economic development that manifest themselves in the form of structural interventions in the historic urban landscape may be acknowledged as part of the city's tradition, and require a vision of the city as a whole with forward-looking action on the part of decision-makers, and a dialogue with the other actors and stakeholders involved.

The DAB used to say that it would take the approach of a ruling party. If the breadth of mind and an adherence to principles as required of a ruling party can be shaken so easily by intimidation of the Government, and if your principles can be abandoned so readily, then please think again whether you still have the breadth of mind of a ruling party.
