The NOU and the Lead IA will engage an independent and qualified entity to carry out a qualitative and quantitative performance evaluation of the HPMP implementation.

The Special Committee recognizes the continuing need for competent civilian components in peacekeeping operations, and notes that the Secretary-General, in his report on peacebuilding in the immediate aftermath of conflict (A/63/881S/2009/304) underlines the need for improved mobilization of relevant resources.

This time-tested process has multiple advantages including the assurance of the centre’s scientific quality through the technically competent intergovernmental body, enhancing the linkages among more than 20 water centres, contributing to the strength and integrity of the resulting proposal, and ensuring that the relevant body of UNESCO has participated in the establishment of the centres as explicitly stated in the integrated comprehensive strategy 35 C/22.

This programme includes internal quality assessments that involve ongoing performance monitoring and periodic reviews, and external quality assessments that are conducted at least once every five years by a qualified external independent reviewer or review team.

According to these criteria, local officers should be recruited for work that internationally recruited staff are not competent to undertake because the jobs require local knowledge.

Annual staffing reviews are conducted to ensure that no job that could be performed by national staff is encumbered by international personnel.

The ultimate goal is to ensure competent governance in the educational administration and make all tiers of educational administration and management free of corruption, efficient, accountable, transparent and effective.

The timely finalization of a credible and competent new Cabinet will be an important initial step towards ensuring that the new Afghan Government realizes early, demonstrable progress on its key priorities — improving governance, including at local levels, addressing corruption, delivering basic services, making progress with reintegration and reconciliation efforts, and strengthening the Afghan National Army and Police.

Once the highest level leadership is in place, the next priority is to put in place competent staff to lead critical country programme offices.

Of course, all subjects are taught by qualified teachers.

Indeed, it is only likely to be overturned if it has been taken by an incompetent body, is vitiated by a flaw or procedural irregularity, rests on an error of fact or of law, omits to take account of essential facts, is marked by misapplication of authority or reaches patently erroneous conclusions.

(f) Ensuring that technical reviews undertaken by the Lead IA are carried out by appropriate technical experts

University-Industry Cooperation enables college students to be more engaged in practical operation in enterprises, to put their academic knowledge into practice and get deeper understanding of what they have learned, and finally, to search jobs they are interested in and can be qualified to.

We resolve to strengthen the Office of the United Nations High Commissioner for Human Rights, taking note of the High Commissioner’s plan of action, to enable it to effectively carry out its mandate to respond to the broad range of human rights challenges facing the international community, particularly in the areas of technical assistance and capacity-building, through the doubling of its regular budget resources over the next five years with a view to progressively setting a balance between regular budget and voluntary contributions to its resources, keeping in mind other priority programmes for developing countries and the recruitment of highly competent staff on a broad geographical basis and with gender balance, under the regular budget, and we support its closer cooperation with all relevant United Nations bodies, including the General Assembly, the Economic and Social Council and the Security Council.

Since the start of the operation and in accordance with the approved managerial structure and the budget plan based on initial estimates, UNESCO had recourse to external engineering, architectural expertise for ensuring adequate competence for managing the project’s financial resources, controlling the quantity and quality of deliveries provided by contractors.

The USG now needs a competent senior management team, as described in paragraph 47, to ensure that UN-Women can deliver on expectations.

In accordance with its statute (resolution 174 (II), annex), as amended by resolutions 1103 (XI), 1647 (XVI) and 36/39, the International Law Commission (see also item 82) consists of 34 members who shall be persons of recognized competence in international law.

Impact assessments should be ongoing to effectively monitor the evolving impacts of extractive operations, and they should be carried out by competent, independent third parties

Machine bureaucratic work is found above all in environments that are simple and stable. The work of complex environments cannot be rationalized into simple tasks, and that of dynamic environments cannot be predicted, made repetitive, and so standardized.

Focus should be on capacity-building of the African Peace and Security Architecture so that the AU becomes a more effective and capable partner of the United Nations system.

The lack of a qualified health workforce, especially a strong cadre of midwives, is an impediment to acceleration of progress towards the achievement of Millennium Development Goal 5.

(d) Expand and improve the quality of vocational education and training for children, including for those who have left school without certificates, enabling them to acquire competencies and skills in order to enhance their work opportunities

(e) Fulfilling the reporting requirements for the annual implementation reports, annual implementation plans and the overall plan as specified in Appendix 4-A for submission to the Executive Committee.

While none of the legislation considered includes specific vetting and training standards for private military and security companies, Government authorities have been required to undertake additional steps to ensure the qualifications of the individuals who and companies that they seek to hire.

We believe that the Office will develop a longterm perspective for its mandate and focus on capacitybuilding of the African Peace and Security Architecture so that the AU becomes a more effective and capable partner of the United Nations.
