Therefore, in the context of the green economy, the greening of fisheries and aquaculture requires the overall recognition of their wider societal roles – in particular of small-scale operations for local economic growth, poverty reduction and food security – within a comprehensive governance framework, aiming inter alia: to manage externalities from or on the sector; to create alternative livelihood opportunities; and to improve access to social and financial services and education.

The rationale for developing countries to establish such regulatory systems and instruments in respect of IPRs is well documented.20 Indeed, it is perhaps an overlooked fact that developed countries have introduced stronger IP protection in the context of competition regimes and other regulatory regimes designed to ensure that IP rights do not harm the public interest.
