As the theme of this symposium indicates, audacity is the only challenge for the new Africa.

It will help to produce a generation of proactive and bold leaders who must begin immediately to play their role in global growth and human progress.

Cotonou, 20 November 2010 The International Symposium Commemorating the Fiftieth Anniversary of African Independence, held in Cotonou from 16 to 20 November 2010 on the theme “Audacity: the only challenge for a new Africa”, discussed the importance of cooperation agreements between African States and the rest of the world.

The “digital divide” does indeed exist and calls for a prudent, yet creative and bold approach that is respectful of those who are today trudging along “information footpaths” and who should be able to get on to the “information highways”.

In closing, as noted during the statement delivered by the State of Kuwait on behalf of the Arab Group during the recent Security Council debate on the situation in the Middle East, including the Palestinian question, which was held on 14 April 2010, I wish to reiterate that Israel’s illegal practices in the Occupied Palestinian Territory reveal the height of impunity and hypocrisy by the occupying Power, which, as illustrated by the recent military order and other colonization practices, is clearly seeking to displace and expel more Palestinian civilians from their own homeland, while at the same time transferring more and more Israeli settlers to the West Bank, particularly to settlements in and around East Jerusalem, in grave breach of international humanitarian law, all blatantly before the eyes of the international community and in flagrant defiance of the will of the international community, as expressed in countless resolutions and statements.

The Declaration recognized that the global financial and economic crises risked undoing the recent gains made by developing countries in the area of debt, noting that the situation demands the implementation of bold initiatives to resolve the current debt problems of developing countries, including debt cancellation, particularly for Africa and LDCs.

The outputs to be delivered under this component are set out in paragraph 29C.35 of the budget document, and include the provision of a wide array of training programmes designed to build and sustain the Organization’s leadership and managerial capacity; improve the human and financial resources management expertise of programme managers and staff with administrative responsibilities; upgrade the information technology skills of Secretariat staff; build and strengthen linguistic capabilities; and support career development and upgrade substantive skills.

The net decrease reflects reductions under most objects of expenditure, including $242,800 under consultants, mainly as a consequence of the increased use of in-house expertise, where possible; $104,700 under experts, resulting mainly from concerted efforts to combine meetings or reduce the number of experts and the duration of meetings, whenever possible; $121,200 under travel of staff, mainly attributable to increased utilization of video conferencing, combining trips and/or reducing the duration of travel as much as possible; $460,800 under contractual services, primarily owing to increased utilization of electronic means of disseminating publications; $111,000 under furniture and equipment, reflecting reduced requirements for the replacement of furniture and office equipment resulting from extending the lifespan of furniture and equipment; and $781,600 under grants and contributions, mainly owing to the termination of the contract with the International Computing Centre.
