While the leaders reiterate their condemnation of all types of terrorism, on whatever pretext, and renew their commitment to confront hotbeds of terrorism anywhere in the Arab world and criminalize the payment of ransoms to terrorists or terrorist groups or organizations, they also completely reject all attempts by certain foreign States and parties and, in particular, certain Western circles, to intervene in the internal affairs of Arab States on pretexts that include the protection of minorities, which demonstrate their ignorance of the nature, causes and goals of terrorism, from which no country in the world is exempt.

The Committee requests the State party to include in its next periodic report available information on the number and nature of reported cases of domestic violence, on the conviction, and the sanctions imposed on perpetrators, as well as any assistance and rehabilitation measures provided to victims of domestic violence.

While acknowledging that equal weight should be given to all grave violations against children, and taking into account the ever-increasing need to protect schools and hospitals, as noted in the present and previous reports, it is recommended that the Security Council consider expanding the gateway to the annexes of my report to include parties that attack schools and/or hospitals.

He reaffirmed his Government’s support for the work of the United Nations in Nigeria and its determination to ensure that the perpetrators of terrorist acts did not escape with impunity.

The Strugar Trial Chamber held that the elements of this crime are satisfied if: (1) the damage or destruction has been committed to institutions which may clearly be identified or regarded as dedicated to religion; (2) the property was not used for military purposes at the time of the acts and must not have been in the immediate vicinity of military objectives; and (3) the perpetrator acted with the intent to destroy the property.

Civicus - World Alliance For Citizen Participation welcomed new laws adopted on nongovernmental and non-profit organizations asking the Government to report publicly, accurately and comprehensively how these laws had been implemented and what had been done in relation to various recommendations to improve the protection of civil society space, namely to ensure freedom of expression, assembly, association and the right to participate in public and political life, to adopt a National Plans of Action to improve the human rights situation and to implement some of the recommendations of the Treaty Bodies on freedom of peaceful assembly, to investigate all reports of assaults on human rights defenders and bring to justice those responsible.

It is also advisable to identify appropriate criteria for reparations, to establish the obligation to provide reparations from the beginning of voluntary depositions, to reinforce State mechanisms for accessing assets of perpetrators, to integrate differential approaches and to ensure adequate coordination with other transitional mechanisms.

As expressed in my report last year (A/64/742-S/2010/181), in most cases, victims and witnesses provide little information on the identity of the alleged perpetrators and the uniforms alone do not always substantiate the alleged perpetrator’s affiliation.

After the collapse of the building at 45J Ma Tau Wai Road on 29 January 2010, the Buildings Department (BD) carried out an investigation, from three aspects, with a view to establishing the cause of the collapse: first, review of the building records on repair, addition and alteration works; second, carrying out of site inspections, examination of evidence gathered and laboratory tests on samples collected from the site; and third, study of witness statements and interviews with the relevant parties.

The ERB is an on-track vehicle used for the transportation of rescue personnel and material to the incident site in TLT during an emergency if attendance of FSD is required.

In terms of the capacities of States of the region, we believe that the United Nations system is in a position to play a key role in helping States, in particular with the assistance of the United Nations Office on Drugs and Crime, to develop their capacities and their national strategy to combat piracy and transnational organized crime, including the drawing up of a national legal framework that makes it possible to charge and try alleged perpetrators of acts of piracy and to promote cross-border judicial and security cooperation.

(o) To intensify efforts to prevent all forms of violence against women and girls, provide protection to the survivors, investigate, prosecute and punish the perpetrators of violence against women and girls, and engage men and boys, as well as community and faith-based organizations, in eliminating violence against women

Cuba rejects this illegitimate mechanism whereby the United States Government arrogates to itself the right to certify the conduct of other nations with regard to terrorism and to publish discriminatory, selective and politically motivated lists, while maintaining a double standard by failing to try the avowed perpetrators of horrendous terrorist acts against Cuba and other countries in our hemisphere, instead allowing them to remain at large.

(b) At an intermediate level the causes include denial by the State of the practice of torture combined with impunity enjoyed by the perpetrators of torture and ill-treatment, who are in many cases actually rewarded by the political and/or economic powers; the failure to report acts of torture and ill-treatment, lack of protection for victims of torture and the absence of redress; a failure to align domestic legal frameworks with the international norms that prohibit torture and provide safeguards for persons deprived of their liberty, coupled, very often, with a failure to apply regulations in those cases where they exist; the inadequate human rights training provided to members of the judiciary, prison personnel, law enforcement officials, health-care professionals, social workers and teachers, etc.; and the links between torture and corruption

It should also ensure that such cases are thoroughly investigated and that the perpetrators are prosecuted, and if convicted, punished with appropriate sanctions, and that the victims are adequately compensated.

(b) Develop a national plan to prevent and eradicate violence against women and girls, including public sensitization and education that domestic violence is unacceptable, capacity building for law enforcement and judiciary, protection and rehabilitation of victims as well as punishment of perpetrators.

In response to those attacks, on 6 and 7 July 2010 the Joint Special Representative met with Government officials in Khartoum, including Vice-President Ali Osman Taha, the new Minister for Foreign Affairs, Ali Karti, and the new State Minister for Humanitarian Affairs, Mutrif Siddiq, to reiterate earlier demands that the Government conduct thorough and timely investigations into the attacks and criminal acts committed against UNAMID peacekeepers and prosecute and punish the perpetrators of the attacks.

(c) The implication of traditional dispute mechanisms in the perpetuation of harmful practices, and the impunity that perpetrators of those practices often enjoy as a result of inaction and complicity of local and State authorities, religious leaders and elders.

The State party should take all necessary steps to ensure that all persons, including those monitoring human rights, are protected from any intimidation or violence as a result of their activities and exercise of human rights guarantees, to ensure the prompt, impartial and effective investigation into such acts, and to prosecute and punish perpetrators and provide compensation to victims.
