On the basis of the outcomes of the World Social Science Report, published in 2010, the work of the Intersectoral Platform on Strengthening National Research Systems has been reoriented to strengthen the cooperation between the Social and Human Sciences Sector and the Natural Sciences Sector with the aim to develop a common methodology, terms of reference and planning for undertaking national research system reviews that cover all the science disciplines.

The Commission adopted resolution 68/9 on the terms of reference of the Advisory Committee of Permanent Representatives and Other Representatives Designated by Members of the Commission.

The President, or a Vice-President acting as President, shall not vote in the Conference, but may appoint another member of his/her delegation to vote in his/her place.

Under the purview of the Executive Committee on Economic and Social Affairs, the projects would be implemented by 10 entities of the Secretariat, namely, the Department of Economic and Social Affairs, UNCTAD, UNEP, UNODC, UNHabitat and the five regional commissions (ibid., paras. 36.7).

A nearly unanimous view emerged that the terms of reference of the Advisory Committee needed to be modified adequately in order to strengthen the Advisory Committee and to transform it into a truly deliberative forum able to contribute effectively to the fulfilment of the Commission’s agenda.

Since then, in compliance with the 11 decisions of the Executive Board and ten resolutions of the General Conference in that regard, the Palestinian Authority has been closely associated with the activities of the Organization thanks to: the establishment in December 1993 of the Joint UNESCO/Palestinian Authority Committee, whose mandate is to discuss joint cooperation priorities; the creation in April 1994 of the Programme of Assistance to the Palestinian People (PAPP), which became the UNESCO Programme for Palestine (UPP) in April 2000; the opening in May 1997 of a UNESCO Office in Ramallah whose capacity for action has been substantially reinforced during the current biennium, primarily by the decentralization and mobilization of additional funds and the setting up of a Project Antenna in Gaza City enabling the Organization to contribute actively to the humanitarian response following the recent conflict (December 2008January 2009) which has affected the Gaza Strip.

The proposed changes to the terms of reference agreed at the fourth meeting are contained in appendix I (appendix II contains the text of the original terms of reference with the amendments indicated).

Moreover, the decision also indicated that “the terms of reference should include a provision for such a position to be fixed-term in line with the standard practice of other international funding institutions” (decision 57/12(b)).

In addition, the Secretariat has prepared, for submission to the Group, a version of the guidelines and blueprint that has been updated on the basis of the merged document and reflecting the decisions taken by the Conference on the terms of reference of the Review Mechanism (resolution 3/1, annex).

The Committee resolved the matter of its competence using an unconvincing line of argument and avoiding what it should have done, which was to consider the case in the light of whether or not Germany’s reservation was valid.

It also urged the Dominican Republic to support explicitly the recommendations to investigate all reports of human rights violations and to suspend persons suspected of such violations from active duty, to establish an independent body to deal with complaints of abuse by police and to ratify the Convention against Torture and the Convention on Enforced Disappearances.

Commending the efforts of the United States of America in pursuing vigorously a two-State solution, noting the commitment of the Quartet to remain actively involved and the need for strong international support to promote the peace process, and calling for the resumption and acceleration of negotiations between the Israeli and Palestinian sides towards a comprehensive resolution of the Arab-Israeli conflict, on the basis of relevant Security Council resolutions and the terms of reference of the Madrid Conference, in order to ensure a political solution, with two States – Israel and an independent, democratic, contiguous and viable Palestinian State – living side by side in peace and security

The Delegation of Mexico, speaking as Chair of the Committee on Fresh Fruits and Vegetables, requested that, if the Terms of Reference were to be discussed at the next session of the CCFFV, the Codex Secretariat should prepare a background document on the history and linkages between the CCFFV and the UNECE in order to assist the Committee to make an informed decision.

The COP, by decision 7/CP.16, requested the Subsidiary Body for Implementation (SBI) to develop terms of reference for the review of the implementation of the amended New Delhi work programme, with a view to launching the review at its thirty-sixth session.

Many delegations and observers supported the inclusion of fruit and vegetable juices and nectars in the Terms of Reference of the Committee with the exclusion of the reference to “related products” as this term was ambiguous and would open up the scope of the work of the Committee to products that might fall outside of what could be understood as a processed fruit or vegetable, for instance, composite products in which fruit juice could be used as an ingredient that were already covered by horizontal Codex texts addressing multi-ingredient foods.

With regard to the suggestion in the Secretary-General’s report (A/63/301) that the General Assembly might wish to encourage United Nations specialized agencies and other entities to participate actively in the Ethics Committee on a broad basis and through an open mechanism, the Advisory Committee believed that it was within the purview of the Secretary-General, as Chairman of CEB, to bring issues relating to system-wide coordination to the attention of its members.

We have read with interest the recommendations contained in the report of the Secretary-General on children and armed conflict (S/2010/181), in particular that encouraging the Security Council to streamline the sharing of information between its Working Group on Children and Armed Conflict and its sanctions committees and to invite the Special Representative to brief those bodies on a more regular basis on specific information that comes under her remit.
