There is scarce information on the numbers of children deprived of liberty and on the reasons that lead to their placement in justice and care institutions; independent monitoring mechanisms are rarely available to safeguard their rights and address their complaints; and sensationalistic information, combined with ill perception of growing juvenile delinquency, fuel social pressure for the criminalization of children and adolescents, and for the introduction of increasingly lower ages of criminal responsibility and longer measures of deprivation of liberty.

Mass media, especially tabloids and the yellow press, tend to highlight shocking occurrences and as a result create a biased and stereotyped image of children, in particular of disadvantaged children or adolescents, who are often portrayed as violent or delinquent just because they may behave or dress in a different way.

There are numerous exaggerations in the depiction of current events in Syria, and the reality of what is taking place on the ground is magnified with provocative and alarmist intent.

It may sound too alarmist call a fall in the stock of a war, but they should have called Huberman of "alarmist" also, but it is not for nothing that his book is printed today.

The spectacular horror in the use of attacks will remain, I am afraid, a tactic of the insurgency for the time being, as will their efforts to interfere with the current military surge.

From these examples, one can conclude that there are situations where the Security Council, confronted by horrific human rights crimes, acts on behalf of justice.

Whereas it has been internationally recognized, including by the principal organs of the United Nations, that Armenia unleashed the war, attacked Azerbaijan and occupied its territories, including the Daghlyq Garabagh (Nagorno Karabakh) region, carried out ethnic cleansing on a massive scale, perpetrated other heinous crimes in the course of the war and established the ethnically constructed subordinate separatist entity on the captured Azerbaijani territory, it is curious that Armenian propaganda continues to qualify the aggression against Azerbaijan as “a peaceful and constitutional demand of the Nagorno Karabakh people to exercise its right to self-determination”.

In addition, mass media outlets contained horrifying reports about the killing of the residents and defenders of Khojaly by indiscriminate Armenian gunfire and other brutal acts by invading troops (more information is available in document E/CN.4/2002/151).

In addition, the Afghan Government Media and Information Centre undertook to host a workshop in Kabul for communicators in the capital to further explore ways of increasing the Afghan voice in all communications.

Even in the absence of such alarmism, however, the normal course of health and safety reporting produces so many conflicting and often incomprehensible warnings and approvals that it will be difficult to effectively communicate the precise risks of nanoparticles, whatever they are.

I write in regard to another horrific terrorist attack perpetrated by the Iranian Al Quds forces and Hezbollah, as part of a gruesome campaign targeting Israelis and Jews around the world.

The Permanent Representative of Azerbaijan has circulated an appalling letter, contained in document A/64/658-S/2010/78 of 8 February 2010, under agenda items 14 and 18 of the sixty-fourth session of the General Assembly for the sole purpose of spreading a new wave of hate propaganda against the Republic of Armenia and Nagorno Karabagh.

We have no doubt that raising such allegations is nothing but an attempt to divert attention from the horrendous record of non-compliance by those countries with their nuclear disarmament obligations, including through nuclear weapon-sharing, hosting nuclear weapons in their territories and assisting the only non-party to the NPT in the Middle East, the Israeli regime, with its nuclear weapons programme.

The building of such institutions of “tolerance” and “justice” via the disinterment of human remains and the destruction of hundreds and hundreds of graves is obscene and appalling and should be offensive to any individual with moral conscience and basic human sensitivity.
