Several local research teams have been formed to study institutional restructuring in universities (Asian region), the strengthening of higher education capacity (Kenya, Nigeria, Zimbabwe), and private sector involvement in higher education (Georgia, Kazakhstan, Russian Federation, Uzbekistan, Kenya and Bangladesh).

Although information exchange has evidently been encouraged through the projects, involving for example local and regional meetings, study tours, workshops and others, these were repeatedly mentioned as most useful activities.

IODE is involved in two projects that aim at developing a marine XML, which will support the tracking of data from collection through to the generation of integrated global and regional datasets: the ICES-IOC Study Group on the Development of Marine Data Exchange Systems using XML (SGXML), and the EUfunded project, marine XML: a pre-standardization development for marine data interoperability using XML.

Students will live in Beijing for a year of study and cultural immersion, attending lectures by heads of state, traveling throughout the country, and developing a true understanding of China.

They include an analysis of the relationship between the protection of refugees and internally displaced people and the “Responsibility to Protect” concept; anexamination ofthe relationship between UNHCR’s mandate and the “Protection of Civilians” initiative; a critique of the notion of “preventing” forced displacement, a review of UNHCR’s response to state border closures in situations of mass refugee influx; and a planned workshop on the issue of witchcraft accusations, refugee protection and asylum.

Lastly, he welcomed the cooperation extended to him during his visit to the United Arab Emirates and invited other Member States to follow that country’s example.

In response to questions from representatives, he clarified that the final report on the evaluation of customs officers training and licensing system projects would cover the question of whether the equipment supplied to customs officers for identification of ODS was of the required type and number; that a desk study was a necessary precursor to a field study, enabling him to verify with the Executive Committee that he was indeed studying the issues that the members considered most relevant; and that the determination of subjects for evaluation was made independently by him, as desired by the Executive Committee, and then discussed collaboratively within the Secretariat.

As part of its ongoing support to the African Union Mission in Somalia (AMISOM), UNOAU assisted the African Union Commission in generating the troops for AMISOM to meet its original mandated strength of 8,100 and in conducting a number of predeployment visits to ensure the smooth insertion of the troops.

The State party submitted that a Commission has visited the highest part of the basin where the wells are located, verifying the proper hydraulic allocations of each well in conformity with administrative resolutions issued recently.

For example, some duty stations with multiple organizations had found that the joint forums recommended for interacting with host countries were useful, while others, after studying that approach, had determined that such bodies would add little value.

Regular monitoringand support missions from the capital to the field level is needed, especially with regard to ensuring the level and quality of assistance,the timely transfer of funds, and the efficiency of project closures and verification.

The present report is a summary of the full mission report, which is based on interviews conducted by the mission, inspections, census data and information from the Prefecture of Santa Cruz and the national Government, official documents of ILO, OHCHR, the United Nations Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous peoples, the Inter-American Commission on Human Rights of the Organization of American States (OAS), and the Indigenous Peoples and Empowerment Programme of the Swiss Agency for Development and Cooperation in the country; as well as information and documentation provided by indigenous peoples’ organizations, the livestock breeders’ federation, and national and international non-governmental organizations (NGOs).

Some delegations were non-committal, either limiting themselves to noting that the subject matter required a more in-depth examination, given that oil and gas were natural resources that were frequently shared, while also expressing their interest in following the work of the Commission and providing support in the context of a future examination of the subject; or reserving judgement on the outcome and looking forward to the study to be prepared in the context of the Working Group on shared natural resources, while nevertheless expressing doubts as to whether the topic was ripe for codification.

As a result of these field visits, the Group has come to the view that some members of FRCI at all levels, together with a large number of “volunteers” (see sect. IX below) who fought alongside the Forces nouvelles during the post-electoral crisis, have put in place an illegal parallel taxation system.

(2) The West’s capacity for rapid deployment and robust capabilities: The UK argued that since it is one of the few states that can provide troops capable of conducting robust, “first-in” expeditionary missions in “challenging circumstances”,it “would expect to play a lesser part in enduring operations where many other countries can contribute”, such as UN operations (UK Ministry of Defence, 2003).

During 2001–2007 the activities within the implementation of the DOTS Strategy have been repeatedly evaluated by external missions: tuberculosis experts from the World Bank, experts from the European Regional Bureau of the WHO from Copenhagen and the “Green Line Committee” of the WHO.
