The results-based-budgeting framework for the Regional Service Centre reflects indicators of achievement and outputs for the five peacekeeping operations and three special political missions that will be receiving services from the Centre for the four initial projects (check-in and check-out of field personnel, processing of education grants, operation of a regional training and conference centre, and operation of the Transportation and Movement Integrated Control Centre) that were identified for transfer to the Regional Service Centre in 2011/12 and the following finance and human resources functions that have been identified for transfer to the Centre to improve service delivery and achieve economies of scale: aspects of fieldbased payroll, payments, cashier and accounts, and international recruitment, post management and time and attendance.

Processes to be reviewed in the next phase will include appointments and leave recording.

The incumbents of the three proposed posts/positions of Administrative Assistant (1 Field Service and 2 United Nations Volunteers), who would be based in Kinshasa, Goma and Bukavu, respectively, would provide necessary administrative support to all personnel in the Unit, manage time and attendance, perform check-in and check-out procedures and administer a prison database, including information on victims and witnesses.

In order to assess the performance of an officer in a fair and objective manner, in particular in assessing the performance of someone in the professional grade, it is necessary to include in the criteria for assessment certain quantifiable data, such as records of the actual hours of work and so on, apart from the officer's quality of work.

From time to time, VTC collects and holds personal data of students including personal identities, contact details, photographs, attendance and study records, and records of email communications and usage of IT resources.

The module automates timeconsuming administrative tasks and provides accurate employee attendance data that can be used with many third party products such as a dedicated payroll system for accounting purposes.

Among the most important is the handling of personnel matters, which requires, inter alia, processing documentation for the appointment, recruitment and separation of staff, consultants, contractors and temporary assistance, as well as documentation regarding entitlements for staff members; computing benefits and allowances; preparing precedent files and forms for guidance in administrative matters; maintaining personnel files and monitoring attendance and overtime; and ensuring the implementation of staff rules and regulations and administrative instructions.

The Global Initiative on Out-of-School Children, led by UNICEF and the UNESCO Institute for Statistics, aims to reduce the number of out-of-school children and to address disparities in access and attendance through policies and strategies for increased school participation for marginalized children, based on country-specific analysis of bottlenecks and barriers to school participation in 26 countries.
