The new team has a line up of Blue Eagles’ team members from 2008, plus gifted new recruits from the Army Air Corps training centre in Middle Wallop, Northamptonshire in the UK.

During its consideration of the budget proposals of the Secretary-General, the Advisory Committee was informed that the cost estimates for the 2011/12 period had reflected projected efficiency gains, inter alia, in the amount of $40.2 million resulting from, inter alia, the reduction in the UNAMID air fleet by two aircraft (one IL-76 and one Mi-8) for $19.8 million; using ground transportation for rations and bottled water delivery for $14.7 million; and reducing the cost of travel for training by focusing on the delivery of more courses within the mission area for $882,800.

Moreover, according to information provided by Argentina, under the Exchange of Notes Agreement of 23 February 2001, private flights were authorized, as were a number of medical evacuation flights from the Falkland Islands (Malvinas) to mainland Argentina, and Chile.

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.

These savings stem from the provision of more cost-effective ground handling services in-house in Khartoum and El Obeid for the full period rather than contracting out to commercial vendors, the reduction of air flight hours, as improvements in maintenance and repairs to helipads have allowed for more efficient air fleet management that result in lower requirements for helicopters to position or reposition in Kadugli, the reduction in the holding of spare parts as major maintenance work for ageing medium and heavy vehicle fleets, as accident repair and painting is outsourced, the reduction in vehicle replacements, as vehicles are redeployed from Khartoum to the sectors and team sites in support of Comprehensive Peace Agreement-related activities, and dispatch service is outsourced in part in Khartoum to accommodate the increase in demand, as fewer vehicles are available.

In its resolution 1970 (2011), the Council decided that the travel ban and asset freeze should apply to the individuals and entities designated by the Committee (a) involved in or complicit in ordering, controlling or otherwise directing, the commission of serious human rights abuses against persons in Libya, including by being involved in or complicit in planning, commanding, ordering or conducting attacks, in violation of international law, including aerial bombardments, on civilian populations and facilities, or (b) acting for or on behalf of or at the direction of individuals or entities identified in subparagraph (a).

The Forum’s Action Plan includes guiding principles on ethical challenges posed by globalization, capacity-building in quality assurance and reviewing existing conventions on the recognition of studies to respond to the fast pace of developments brought about by the increase of transborder higher education.

The Council decision was later amended by Council decision 2011/178/CFSP by adding a ban on flights in the airspace of Libya, a ban on flights of Libyan aircraft in the airspace of the European Union and a requirement that nationals of European Union member States, persons subject to their jurisdiction and firms incorporated in their territories or subject to their jurisdiction should exercise vigilance when doing business with Libyan entities.
