During the discussion, participants raised questions about the lack of sexual and reproductive health services, including family planning for HIV-positive women; the relationship between HIV and property rights of women (i.e., AIDS widows who suffered from property grabbing after their husbands had passed away, while on the other hand, lack of property rights of women increases their vulnerability to HIV infection) and the need to ensure legal equality and non-discrimination between men and women; the need to address HIV-related stigma and discrimination, which has a far greater impact on women owing to gender inequality (i.e., many women face domestic violence once they disclose their status) and impedes access to lifesaving HIV services, such as prevention of motherto-child transmission; and the need to ensure access to sustainable treatment against the stock out of antiretrovirals in most of the African countries as a result of the financial and economic crisis.

Women who suffer from cognitive and/or physical disabilities are further negatively impacted since the stigma of disability is persistent in most countries, and they therefore may not be viewed as requiring care, or may live in places where no specialized care is available.

Replying to certain criticisms of his use of sources and examples in his sixth report, the Special Rapporteur explained that he had tried to make the best use of the material available, the sources of which had always been clearly cited, and that he had expressly stated in his report that the cases cited were not comprehensive and certainly not intended to stigmatize the countries mentioned.

1.74 Conflict-related sexual violence remains underreported and insufficiently addressed owing to the stigma associated with rape, inadequate services for survivors, weak protection mechanisms and inadequate rule of law and judicial responses.

State agents and private individuals must respect the dignity of all, avoid stigmatization and prejudices, and recognize and support the efforts that those living in poverty are making to improve their lives.

This event, held under the auspices of the Caucasus project, not only provided a basis for formal and informal cultural exchange between artists and culture specialists, and for developing cultural cooperation between the Baltic countries and the South Caucasus countries, but above all for drawing up an important series of recommendations with regard to the implementation of the project.
