The downloading process involves the content provider who uploaded the pictures (for example, on a website), the hosting provider who provided the storage media for the website, the routers who forwarded the files to the user and finally the access provider who enabled the user to access the Internet.

Owing to the structure of the Internet, the transmission of a simple e-mail message requires the service of a number of providers: the e-mail provider, access providers and the routers who forward the e-mail message to the recipient.

The Working Group may wish to note that the Rules take into account several working assumptions related to negotiation: that direct negotiation by the parties through the ODR platform was one stage of ODR proceedings; that the ODR proceeding was composed of three stages — negotiation, facilitated settlement and arbitration — while keeping in mind that compression to a two-stage process could be considered; that a party could refuse negotiation and request to move to the next stage; and that there were different types of negotiation including automated and assisted negotiation (A/CN.9/739, para. 94).

The National Central Bureau carried out other specific work such as appointing the terrorism liaison official; linking the INTERPOL I-24/7 computer system and police units, giving the General Directorate of Migration and Immigration access to the Fixed Interpol Network Database and Mobile Interpol Network Database (FIND/MIND) to check passenger lists at the international airport in order to prevent terrorists from entering and passing through the country; updating the database of lost and stolen passports; and investigating and registering international foundations that wanted to operate in the country.
