I know that some of the activities are conducted by taking advantage of the loopholes in law.

Meanwhile, this has also enabled some employers to exploit the legal loopholes by turning some full-time jobs into half-time ones.

The third point we must think about is whether such restrictions are at all practicable and able to successfully prevent people from exploiting this lacuna in the law again.

I hope Honourable colleagues will support this amendment moved by me on behalf of the Democratic Party, which demands that the relevant requirements be spelt out absolutely clearly, so that the HKJC will not be able to exploit any loophole and allow their promotional activities to go on indefinitely, thus fuelling the gambling craze.

However, while we agree with this idea, we certainly have every reason to impose more severe punishments on certain employers who have taken advantage of the loopholes or grey areas in the legislation to deliberately shirk their responsibility and rely on the PWIF to pay defaulted wages.

For a decade or so, the corruption problem has not been abated and I believe corrupt officials will have greater opportunities to take advantage of legal loopholes for corruption purposes as society become wealthy and prosperous.
