Concerning the change in the contribution formula, the representative of the Director-General recalled that (i) it is the responsibility of the Director-General to offer an adequate system of social security for the staff, including medical insurance for the retirees meeting the conditions to maintain their participation in the Medical Benefits Fund; (ii) in most United Nations organizations the share between the employee and Employer contributions is 40/60 or even 33/67, as is the case in the United Nations Joint Staff Pension Fund; (iii) the global MBF contribution is reaching such a point that the staff and retiree contributions should now be alleviated to a possible extent.

The lack of preparation and review of an age analysis for outstanding contributions creates a risk that the Agency would not be in a position to monitor outstanding pledges from donors, which could adversely affect cash flows.

Further to my report pursuant to paragraph 5 of Security Council resolution 1859 (2008) (S/2009/385), once all outstanding activities under the oil-for-food programme are concluded, and taking into account (a) any necessary residual activities, (b) any indemnities that may be provided by the Government of Iraq and (c) the need to ensure the availability of sufficient funds for the Organization to meet the costs and expenses that (i) have been incurred, (ii) are associated with the winding down of the oil-for-food programme and/or (iii) arise from the cooperation of the United Nations with Member States in respect of investigations and proceedings related to the programme, all other remaining funds should be transferred from the Iraq escrow account to the Development Fund for Iraq.

In cooperation with the National Bureau of Statistics, under the auspices of the World Bank and with the contribution of the experts of the European Bureau of the WHO the preparation of the organisation of the household survey have been initiated, planned for implementation in the half of 2008, which will allow the valuation of the healthcare related expenses, including of the informal payment with a much more objective identification of persons that require direct financial protection from the state when paying insurance premiums.

Payments from the third pillar are already being made but, as the collection period has been short, payments are also small and they do not significantly raise the persons’ pension.

In this context, the report addresses issues concerning work permits for spouses and children, domestic helpers and non-dependent family members of staff; the acquisition, rental and sale of real estate by staff; the integration of staff into the social security system of host countries; the possibility for staff members and their families to retire in the host countries; and the payment of value added tax (VAT) and other taxes, as well as income taxation issues.

Legislation of this type includes Supreme Decree No. 013-2009-MIMDES of 2009, which provides for the adoption of the implementing regulations for Act No. 28530 on the Promotion of Internet Access for Persons with Disabilities and the Adaptation of Public Internet Booths; a bill to amend articles 43, 241 and 274 of the Civil Code, which deal with the unequivocal expression by persons with disabilities of their wishes; and a draft supreme decree to replace Supreme Decree No. 129-95-EF, which deals with waivers of customs duties and other taxes on imports of special vehicles and prostheses for the exclusive use of persons with disabilities.
