The addendum to section 33 (A/64/6 (Sect. 33)/Add.1) was submitted pursuant to paragraph 33.11 of the proposed programme budget, in which the Secretary-General indicated that he would submit detailed proposals with respect to the project for the renovation and refurbishment of the Palais des Nations in Geneva (known as the “strategic heritage plan”) to the General Assembly at its sixty-fourth session.

The Government of Japan has dispatched approximately 330 personnel, comprising a Japan Ground Self-Defence Force (SDF) engineer squadron, and this SDF contingent has made a contribution to the reconstruction of Haiti by carrying out tasks such as removal of debris, dismantling of damaged buildings, repair of facilities in IDP camps and repair of roads on the border with the Dominican Republic.

The Coordinating Committee also agreed that these experimental sessions should be based on certain key principles, including: that participation would be on a voluntary basis, particularly as concerns States Parties that would be the subject of a national focus; that the overarching purpose of each session would be to seek cooperative means to support implementation; and, that there would be no report produced attributing views to any participant or revealing participants’ affiliations.

Much depends on the scale of interventions, absolutely and in relation to not-so-green stimulus spending like new and improved highways, and the presence or absence of economic linkages.
