Mozambique further reported that all the existing standards have been reviewed to ensure the land release concept is integrated throughout Mozambique’s national standards in compliance with the IMAS, that it is expected that through proper non-technical and technical survey there will be a significant reduction to the estimated suspect hazardous area, and, that this reduction will ensure a more efficient use of time and resources for demining operators, which could reduce the estimated completion timelines of in various provinces and districts.

The Commission held the view, based on the report of the Governing Council of the Asian and Pacific Centre for Transfer of Technology (APCTT), that the Centre played an important role in bridging the technology capacity imbalance in the region and commended the work undertaken by the Centre in building the capacity of SMEs to manage technology transfer and innovation.

Under the Working and Rest Time Act, the following categories of workers have reduced working time: employees who perform underground work, work that poses a health hazard or work of a special nature — up to seven hours per day or thirty-five hours per week; teachers and educators working in schools and other child care institutions, and other persons working in the area of education, and psychologists and speech therapists working on the basis of employment contracts entered into with a provider of health care services — up to seven hours per day or thirty-five hours per week.

As a result of both the reduction in cost of certain research and development, and the reduced time from research to application, it was becoming profitable to invest in technologies for the poor.

The delegation that expressed that view was also of the view that the Committee remained the platform for the exchange of views on broad political matters and thus the duration of its sessions could be decreased to five days in order to allow both subcommittees to have more time for consideration of their agenda items.

Further efficiency gains in the travel services are expected by reducing processing time, automating statistical reports, implementing user-friendly IT tools that also ensure better data consistency, and by closely monitoring the performance of the WIPO travel agency.

It replaces costly command and feedback wiring, reducing both installation time and wiring costs.

It is of the view, however, that reducing recruitment timelines requires, in addition, that programme managers be responsible and held accountable for ensuring that timely action is taken on those steps that are within their purview, including with regard to the timely issuance of vacancy announcements.

Several issues were discussed including inter alia (i) the anticipated P-3 posts to be placed in the UNODC regional offices; (ii) the possibility of reducing the duration of the Palermo Implementation Review Group; (iii) the option of subsuming some of the working groups into the Palermo Implementation Review Group, provided that the review mechanism is adopted; and (iv) reducing the volume of documentation and the number of country visits.
