We would like to have today an informed and thoughtful discussion about the role of the Security Council in this regard.

By developing the intellectual tools for rigorous reflection and analysis of key concepts, such as those mentioned above, by enhancing the skills to understand the world and question its challenges and by fostering reflection on values and principles, philosophy is a “school of freedom”.

UNESCO took this recommendation very seriously for all its business areas (regular programme and extrabudgetary), and in addition to the regular ongoing review work, performed a very detailed biennium end overview.

By conducting a rigorous analysis of the legal and administrative frameworks, procedural rights and guarantees of a fair trial, and by conducting visits to places of detention, meeting with detainees and others, and gathering relevant information, the Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment is able to get a clear understanding of the entire system and address both one-off incidences as well as systematic weaknesses.

As explained, the development of indicators was not an exercise in ranking or even judging countries, but rather in providing to the Working Group operational sub-criteria in the form of a set of methodologically rigorous tools that can be used in determining where progress is occurring or stalling, and the next steps for promoting implementation of the right to development.

Further, independence without qualified staff, adequate financial resources and rigor in economic analysis was of limited value.

France in addition has put in place substantial technical resources, and strict, rigorous and effective procedures to ensure that no weapons can be used without an order from the President of the French Republic.

Experience from the Bosnia War Crimes Chamber demonstrates that, in a national judicial system that has had time to recover from conflict, a well-planned comprehensive approach of capacity-building of the national system, combined with international participation in each of the organs of the court, can be successful.

The additional requirements are due primarily to: (a) the cost of providing residential security for military observers, military staff officers, United Nations police personnel, Government-provided personnel and United Nations Volunteers, which were not fully budgeted in 2009/10; (b) a 16 per cent increase in the electricity rate; and (c) higher requirements for petrol, oil and lubricants owing to the increase in the number of generators and the daily consumption rate based on recent consumption patterns, partially offset by the lower price for diesel fuel.

(iv) the dividend (or that part of the dividend in respect of which a right of election has been accorded) shall not be payable in cash on shares in respect whereof the share election has been duly exercised (“the elected shares”) and in lieu thereof shares of the relevant class shall be allotted credited as fully paid up to the holders of the elected shares on the basis of allotment determined as aforesaid and for such purpose the Board shall capitalise and apply out of any part of the undivided profits of the Company (including profits carried and standing to the credit of any reserves or other special account, share premium account, capital redemption reserve other than the Subscription Rights Reserve) as the Board may determine, such sum as may be required to pay up in full the appropriate number of shares of the relevant class for allotment and distribution to and amongst the holders of the elected shares on such basis.

The absence of well developed national policy with goals, regulations, quality standards and funding commitments, means that ECCE programmes for very young children are correspondingly sparse (UNESCO, 2006a in GMR 2008).
