Several other Member States, while appreciating efforts to focus on cluster needs, questioned the results of strategic formulations undertaken in the recent past, many of which did not, in their opinion, reflect the full range of Member States’ needs or existing regional and subregional coordination mechanisms.

The Republic of Azerbaijan has repeatedly stated that, despite ongoing political efforts towards the earliest resolution of the conflict on the basis of the generally accepted norms and principles of international law, the policy and practice of the Republic of Armenia, the occupying Power, implemented inter alia through various illegal activities in the occupied territories of Azerbaijan, clearly testify to its intention to secure the annexation of these territories (see, for example, the most recent document circulated by Azerbaijan: A/64/760-S/2010/211).

Every person who finds any article or object in or upon any bus or vehicle of the North-west Railway or any part of the railway premises shall hand over the same to an official as soon as is practicable and no person other than an official shall remove from any bus or vehicle of the North-west Railway or any part of the railway premises any property lost or left behind therein, save for the purpose of handing over the same as soon as is practicable to an official and all articles or objects so found shall as between the finder and the Corporation be deemed to be in the possession of the Corporation.

The inordinate length of translation times, especially in cases of selfrepresented appellants, calls for greater explanation than suitable for a report of this size, but it can be said that efforts are under way to more effectively liaise with the supervisors in the Conference and Language Services Section on a continual basis in order to assess progress and determine the need for requesting prioritization of specific translations, and to readdress the internal requirement of the Conference and Language Services Section that the revision process for translation of a judgement must be accomplished as a whole, rather than volume by volume (which would allow for gradual release of translated portions).

While searching for a solution to the problem in the short term, the Council needed to also find a long-term solution to the question of resources for the universal periodic review process to avoid ad hoc measures, which risked undermining the principle of equal treatment for all States.

Slovakia considered this set of recommendations very complex and requiring huge financial resources, effort and cooperation of all involved, and noted that solutions were not imminent but would materialize in the future.

Some countries have or made considerable efforts to implement simple and transparent rules of origin for least developed country products, but other serious obstacles to trade remain, including non-tariff barriers that are inconsistent with World Trade Organization rules and obligations and supply-side constraints, in particular lack of infrastructure and modern technologies and energy deficiency.

While the Subcommittee notes the benefits of implementing Basel III to increase the level, quality and transparency of banks' capital base, as well as the risk coverage of the capital framework, some members including, Hon James TIEN and Hon SIN Chung-kai, are concerned about the impacts, in particular, on the borrowing costs of the banking sector and the general business, whether it will be necessary for AIs to raise capital in order to fulfil the Basel III requirements, and whether AIs will become more prudent in lending which may cause difficulty for the small and medium enterprises ("SMEs") and members of the public in obtaining credit.

Rather than reciprocate the efforts and gestures made for peace — from the explicit commitment to peace and the two-State solution based on the pre-1967 borders made by the Palestinian leadership, beginning with the Palestinian Declaration of Independence over 20 years ago; to the Madrid, Oslo, Taba, Sharm el-Sheikh and Annapolis commitments; the Arab Peace Initiative over eight years ago; the road map to Mideast peace and the Quartet Statement; the diplomatic efforts of the United States of America and all other concerned nations — Israel continues to pay only lip-service to the pursuit of peace, while its actions are actually destroying any chance for the realization of peace.

In addition, it was noted that the ISU was sensitive to the fact that while this is an opportunity for the ISU to take on additional activity, it must not be a drain on existing ISU priorities and that any additional human resource need would need to be funded by the EU.

In the agreement between Croatia and the Executive Committee, the maximum allowable consumption for Annex A, Group I (CFCs) for the year 2005 was 65 ODP tonnes, for 2010 0 ODP tonne; and for the years in between, the agreement provides no exact figure but stipulates that "The By-Law on Substances that Deplete the Ozone Layer (of 30 January 1999) includes a clause on importing on an exceptional basis between 2006 and 2009 up to 21.9 ODP tonnes of Annex A (Groups I and II) and/or Annex B (Groups II and III) or products containing these substances, when these substances and/or products are for preserving human, plant and/or animal life; national defence, safety and fire-fighting; and scientific research safety, when such products cannot be replaced by environmentally-sound and economically-viable alternatives”.

In the face of drug trafficking, the most destructive of all forms of transnational organized crime, Cuba was totally disposed to collaborate at the regional and international level in serious and concerted efforts, but pointed out that the problem could not be solved by acting exclusively — or even primarily — in centres of production and transit; the fundamental responsibility lay with the major centres of consumption.

(B) The Company may by ordinary resolution, before the issue of any new shares, make any provisions as to the issue and allotment of such shares including, but without prejudice to the generality of the foregoing, a provision that the new shares or any of them shall be offered in the first instance to all the holders for the time being of shares of any class in proportion to the number of the shares held by them respectively but in default of any such determination, such shares may be dealt with as if they formed part of the capital of the Company existing prior to the issue of the same.

Its use in human medicine was later banned due to toxicological concerns and lack of efficacy.

It was noted that while both matters belong to the larger family of mine action, mine clearance and victim assistance have different timelines, involve distinct national and international actors and relate to different national institutional and regulatory frameworks and budget lines.

(e) the Company shall be at liberty to treat the person whose name stands first in the register as one of the joint holders of any shares as solely entitled to delivery of the certificate relating to such share, or to receive notices from the Company, or to attend or vote at general meeting of the Company, and any notice given to such person shall be deemed notice to all the joint holders; but any one of such joint holders may be appointed the proxy of the persons entitled to vote on behalf of such joint holders, and as such proxy to attend and vote at general meetings of the Company, but if more than one of such joint holders be present at any meeting personally or by proxy that one so present whose name stands first in the register in respect of such shares shall alone be entitled to vote in respect thereof.

At its sixty-fourth session, the General Assembly requested the Scientific Committee to continue its work, including its important activities to increase knowledge of the levels, effects and risks of ionizing radiation from all sources; requested the Scientific Committee to continue at its next session the review of the important questions in the field of ionizing radiation and to report thereon to the Assembly at its sixty-fifth session; and resolved to take a decision on the membership of the Scientific Committee once a decision on resource allocation had been made and after the fifty-seventh session of the Scientific Committee but no later than the end of the sixty-fourth session of the General Assembly (resolution 64/85).

(d) An alternate Director shall be entitled to contract and be interested in and benefit from contracts or arrangements or transactions and to be repaid expenses and to be indemnified to the same extent mutatis mutandis as if he were a Director, but he shall not be entitled to receive from the Company in respect of his appointment as alternate Director any remuneration except only such part (if any) of the remuneration otherwise payable to his appointor as such appointor may by notice in writing to the Company from time to time direct.

Among the recommendations were that UNRWA must: impress upon donors that its core budget was not an administrative black hole but the key to running its educational programmes and thus should be seen as an investment in the future of the Palestine refugees; exploit all funding opportunities; enlarge its donor base for the core budget, to which only a small number currently contributed — a point to which he had drawn attention in Cairo at a meeting of Arab League ministers whose countries gave welcome support to specific projects and emergency appeals but not to the core budget; expand its partnerships with non-State actors such as foundations and other institutions in the private sector; and continue to be cost-effective in conducting its programmes through better planning, implementation and oversight.

He also pointed out that many applications are pending for longer periods, but no action is taken by any member of the Committee to expedite the decision on them, and called on Committee members to deal with all applicant organizations in a non-selective manner, arguing that the result of the vote would allow the Committee to continue its interaction and dialogue with the organization to alleviate the concerns expressed by different members.

In the course of consultations with key constituencies (Member States, United Nations and academia) around the desirability of preparing a draft universal declaration of ethical principles in relation to climate change, it became clear that significant work is needed on the upstream clarification of basic ethical principles, including but not limited to climate change issues, along with downstream development of practical policy tools.

(c) Hang Seng will have the discretion whether to supply a Card Account Statement if (i) there are no entries covering the relevant statement period and no outstanding balance on the Credit Card Account, the Syndicate Account or the Partnership Account (as the case may be) since the last Card Account Statement or (ii) where the Card has been cancelled or terminated by Hang Seng or the Cardmember for whatever reason or where the Syndicate or the Partnership has been dissolved and there is a debit balance in the Credit Card Account, the Syndicate Account or the Partnership Account (as the case may be) overdue for such period considered by Hang Seng to be unacceptable.

Some of the elements of a vision for a lowcarbon transport system could include: (a) dense, but green, and mixed-use cities that provide jobs, and shopping and leisure facilities close to people’s residential areas; (b) modern, high-quality links between the centres and good integration of long-distance hubs with local transportation; (c) high-quality alternatives to individual car use, in particular efficient public transport and good non-motorized transport infrastructure and its proper integration; (d) efficient, intermodal freight transport and smart urban logistics that also include clean vehicles; and (e) advanced technologies such as hybrid engines, alternative fuels or even electric motorbikes and cars.

It can also be a present obligation arising from past events that is not recognised because it is not probable that outflow of economic resources will be required or the amount of obligation cannot be measured reliably.

However, other actions could also be taken to strengthen the phase-out achieved, such as the adoption of environment-friendly production practices, new incentives to reduce the price of imported alternatives and the correct identification of the specific pests or diseases affecting crops.

Note to the Working Group The Working Group may wish to note that: (a) under option C in paragraph 1, the registry should have both numerical and name indexes and searchers should be able to search with one or the other indexing criterion; and (b) paragraph 4 has been inserted for the Working Group to consider the matter of the address of the grantor; and (c) the address of the grantor and secured creditor or its representative has to be part of the record, but not necessarily part of the identifier, except if there is a need for additional information to identify the secured creditor, its representative or the grantor.
