2.6 On 9 June 1999, the National Human Rights Observatory wrote to Kamel Djebrouni’s family informing them that efforts to trace him had failed nor was he wanted by the security services or been arrested by them, as indicated in the report forwarded by the gendarmerie on 15 September 1998, just two days after they had interviewed the family and witness.

The background paper on peasant farmers and the right to food: a history of discrimination and exploitation (A/HRC/AC/3/CRP.5), presented at the third session of the Advisory Committee, concluded that smallholder farmers, landless people, tenant farmers, agricultural labourers and people living from traditional fishing, hunting and herding activities were among the most discriminated people and the first victims of violations of the right to food in many parts of the world.

Recognizing once again the interconnected nature of the challenges in Afghanistan, reaffirming that sustainable progress on security, governance, human rights, the rule of law and development, as well as on the cross-cutting theme of counter-narcotics, is mutually reinforcing, and welcoming the continuing efforts of the Government of Afghanistan and the international community to address these challenges in a coherent manner
