Economic, social and cultural rights and fundamental freedoms introduced or strengthened under the new Constitution include, inter alia: the right to adequate, nutritious food and clean water; the right to adequate housing; the right to a good standard of health; adequate access to sewerage and electricity; the right to marriage and family; the right to education; the right to work; the right to strike; the right to enjoy a pension; the right to take part in cultural life; and the right to enjoy property.

At its sixty-third session, the General Assembly took note of the appointment by the Secretary-General of a new Coordinator for Multilingualism; requested the Secretary-General to ensure equal treatment for all language services and effective multilingual communication among representatives of Member States, including through simultaneous distribution of documents in all official languages; requested the Department of Public Information to improve actions taken to achieve parity among the six official languages on the United Nations website; and requested the Secretary-General to submit to it at its sixty-fifth session a comprehensive report on the full implementation of its resolutions on multilingualism (resolution 63/306).

With respect to activities for the dissemination and communication of the lessons learned from previous implementation experiences, more information was needed on the target audience for the proposed database and the proposed newsletter, both of which had been seen as part of an overall strategy for the dissemination and communication of lessons learned, and the Senior Monitoring and Evaluation Officer was asked to provide more information on how those activities would be part of such a strategy.

Target groups supported within the framework of state housing policy include lessees deprived of privatisation rights during the ownership reform, children and young people without parental care, disabled people, elderly people, families with many children, persons released from prison and persons under probation supervision, homeless people, cooperative societies and communities, and specialists dealing with planning and development of residential environment.

Of these, one subcommittee (i.e. the Subcommittee to Examine the Implementation in Hong Kong of Resolutions of the United Nations Security Council in relation to Sanctions) had obtained approval to continue its work in the remaining sessions of the current term; one subcommittee (i.e. the Subcommittee to Study Issues Arising from Lehman Brothers-related Minibonds and Structured Financial Products) is seeking the endorsement of the House Committee to continue its work in the remaining sessions of the current term; and the other two subcommittees (i.e. the Subcommittee on Residential and Community Care Services for Persons with Disabilities and the Elderly and the Subcommittee on Building Safety and Related Issues) have been working for less than 12 months.

The additional requirements resulted primarily from: (a) the acquisition of prefabricated facilities, water purification and air conditioning equipment, miscellaneous office equipment, and spare parts and supplies for the new offices and accommodation as a result of the earthquake; (b) the acquisition of additional generators to support power supply in internally displaced persons camps as well as for new contingents deployed immediately following the adoption of Security Council resolution 1908 (2010); (c) the acquisition of additional sea containers for the shipment of the additional equipment to Haiti; (d) the increase in the average cost of diesel fuel to $0.60 per litre compared to the budgeted cost of $0.47 per litre; (e) projected requirements for the settlement of past claims by the Mission fuel supplier, pending the outcome of the Mission legal review; and (f) requirements to provide staff accommodation on a naval vessel following the earthquake.

For example, if gender norms reinforce early pregnancy, there may be lack of awareness of girls’ rights to education and equality among family members and of the health risks of pregnancy for young adolescents; lack of positive leadership by community elders, local teachers and political leaders regarding gender roles; lack of education regarding women’s rights and gender equality in national school curricula, coupled with forced pregnancy testing in schools or other policies that reinforce gender norms; national legislation that directly discriminates against women and girls or has a disproportionate adverse impact on them; economic pressures that contribute to early marriage and pregnancy; or a combination of the above.

The updated Model Strategies and Practical Measures recognize that some special groups of women are particularly vulnerable to violence, either because of their nationality, ethnicity, religion or language, or because they belong to an indigenous group, are migrants, are stateless, are refugees, live in underdeveloped, rural or remote communities, are homeless, are in institutions or in detention, have disabilities, are elderly, are widowed or live in conflict, post-conflict or disaster situations, and as such they require special attention, intervention and protection in the development of crime prevention and criminal justice responses to violence against women.

Four (often interlinked) categories of government responses can be distinguished in the 12 case study countries: (i) “counter-cyclical” measures, mainly observed in middle-income countries with manageable fiscal capacity, allowing them to maintain or increase expenditure by borrowing or drawing on accumulated reserves (Egypt, Thailand and, to a limited extent, Armenia); (ii) targeted social protection, with some countries taking or reinforcing targeted measures, which often protected the most vulnerable (Argentina, Ghana, Mexico, Mongolia and Thailand); (iii) reformoriented measures aimed at seizing the opportunity of the crisis to improve cost-efficiency, relevance and governance; (iv) budget cuts, which some countries have evenly distributed across all education sub-sectors.

The links between the UNESCO Conventions in the field of Culture and the United Nations Declaration on the Rights of Indigenous Peoples and information on policies for engaging with indigenous peoples has been consolidated through in-house consultations, collaboration with the UNPFII and the wider research community.

Algeria also welcomed the favourable follow-up on its recommendation to ensure that certain minorities had access to adequate housing, education, employment and health care, and that particular attention was to be paid to the promotion of their integration in all sectors of social life.

Additional measures would be taken to increase the ratio of women in public offices and to promote them to important positions of State and public institutions; comprehensive laws aimed at guaranteeing the rights of children and women would also be adopted.

The 63rd meeting considered the 2011-2014 consolidated business plan of the Multilateral Fund, and after making some amendments to the projects proposed, the Executive Committee endorsed the 2011-2014 consolidated business plan while noting that endorsement denoted neither approval of the projects identified therein nor their funding or tonnage levels; established a window for ODS destruction for LVC countries, pursuant to decision XXI/2 of the Twenty-first Meeting of the Parties, amounting to US $3 million; and decided that the project preparation could be funded for stage II HPMP activities and 12 might be included prior to the completion of stage I in business plans for the years 2012-2014 and that the duration of the next business plan should be only for the next triennium 2012-2014, and include any multi-year funding after 2014 (decision 63/5).

A city’s development, that is, its access to markets and ability to foster human well-being in terms of livelihood and health, is a function of its infrastructure, which generally refers to energy, water, housing, sanitation, waste management, transit systems and food supplies.
