Introducing the Advisory Committee’s report on the revised security management framework and revised estimates relating to section 5 of the programme budget for the biennium 2010-2011 (A/65/575), she said that, in section I of its report, the Advisory Committee discussed the revised framework for accountability for the United Nations security management system, which reflected the change in organizational culture from a “when to leave” to a “how to stay” mindset and acknowledged for the first time that continued programme delivery meant that there would always be some residual risk.

The Secretary-General’s previous proposals on the ERP implementation strategy (A/62/510/Rev.1, paras. 40–45) suggested that the ERP project would be designed, built, tested and deployed in two waves: the first to be completed over a 30-month period by the end of 2010, for the core finance, human resources, procurement and asset management functions required for compliance with the International Public Sector Accounting Standards (IPSAS); and a second wave over a 24-month period for design-build-test-deployment of the remaining functions, such as results-based management, risk management, transportation and travel.

Some members of the Bills Committee including Hon Audrey EU have suggested that the Administration should consider whether the expression "in good faith" should be removed from the new section 88G(1) and other relevant provisions of the Bill, so as to avoid putting too onerous a burden on the OSP when acting to remove or disable access to any material pursuant to a notice of alleged infringement, or reinstate the material or cease disabling access pursuant to a counter notice.

Introducing the Advisory Committee’s report on the financing of UNMEE (A/64/660/Add.1), she said that, in his report (A/64/586 and Corr.1), the SecretaryGeneral recommended that the General Assembly should return credits to Member States in the amount of $9,353,300, representing the net cash available in the Special Account of the Mission from the balance of credits in respect of the 2007/08 financial period; take note of the amount of $5,383,100, representing the remaining balance of credits due to Member States from the 2007/08 period, and of the amount of $9,361,600, representing credits due to Member States from the 2008/09 period; and defer until its sixty-fifth session a decision on the treatment of the total amount of $14,744,700, comprising the balance of credits due from both periods.

United Nations mine action activities are guided by four strategic objectives identified in the United Nations Mine Action Strategy for 2006-2010: reduction of death and injury by at least 50 per cent; mitigate the risk to community livelihoods and expand freedom of movement for at least 80 per cent of the most seriously affected communities; integration of mine action needs into national development and reconstruction plans and budgets in at least 15 countries; assist the development of national institutions to manage the landmine/explosive remnants of war threat, and at the same time prepare for residual response capacity in at least 15 countries.

Four (often interlinked) categories of government responses can be distinguished in the 12 case study countries: (i) “counter-cyclical” measures, mainly observed in middle-income countries with manageable fiscal capacity, allowing them to maintain or increase expenditure by borrowing or drawing on accumulated reserves (Egypt, Thailand and, to a limited extent, Armenia); (ii) targeted social protection, with some countries taking or reinforcing targeted measures, which often protected the most vulnerable (Argentina, Ghana, Mexico, Mongolia and Thailand); (iii) reformoriented measures aimed at seizing the opportunity of the crisis to improve cost-efficiency, relevance and governance; (iv) budget cuts, which some countries have evenly distributed across all education sub-sectors.

This means that the SRA is being charged and credited with amounts which do not impact upon the cash reserves of the Organization and the reported balance on the SRA does not therefore provide useful information to readers of the financial statements.
