In the annual address, President Nazarbayev highlights priorities of our country as a Chair-in-Office of the Organization for Security and Cooperation in Europe for 2010 on the basis of the four “T’s: trust, traditions, transparency and tolerance”.

President Nazarbayev also proposed conducting regular stress tests of nuclear plants and protections systems and developing rapid rescue responses under the auspices of the IAEA.

I have the honour to inform you that on 29 January 2010 in Astana, the President of the Republic of Kazakhstan, Mr. N. Nazarbayev, at the joint session of the Chambers of the Parliament of Kazakhstan, made the annual state-of-the-nation address, entitled “A New Decade, New Economic Growth and New Opportunities for Kazakhstan” (see annex).

Kazakhstan’s prime minister, Nursultan Mazarbayev, said, “we think that a mechanism of meetings of energy ministers from the SCO member and observer states should function in the context of the idea of an energy club.

It is for that reason that President Nursultan Nazarbayev has proposed holding an OSCE summit in 2010.

President Nursultan Nazarbayev of Kazakhstan and our entire people have supported the global fight against terrorism from the start by assisting the efforts of the international coalition in Afghanistan.

In his address to the nation, President Nazarbayev shares his views on postcrisis development of our country and puts forward the tasks to ensure sustained economic growth by the forced industrialization, diversification, increasing competitiveness of the economy, improving business climate, stable functioning of the financial system of Kazakhstan and development of the infrastructure and to invest into the development of human capital alongside with raising living standards of the people of Kazakhstan.

In that regard, CICA, convened as a result of an initiative introduced by President Nazarbayev from this rostrum in 1992, has become an effective mechanism for strengthening regional security and cooperation.

I have the honour to submit to you herewith the text of the annual address of the President of the Republic of Kazakhstan, Mr. Nursultan Nazarbayev, to the people of Kazakhstan, entitled “Socio-economic modernization as the main vector of the development of Kazakhstan”, delivered in Astana on 27 January 2012 at the joint session of the Parliament of the Republic of Kazakhstan (see annex).

The unanimous decision of all 56 OSCE participating States to nominate the Republic of Kazakhstan to their chairmanship was an objective acknowledgement of the impressive accomplishments of our people, in the short span of our independence, in the social, economic and political development of our country under the outstanding leadership of our first President, Mr. Nursultan Nazarbayev.

Given the history and cultural affinities shared among Kazakhstan and all the parties to the conflicts, as well as the high standing and trust enjoyed by President Nazarbayev within the Commonwealth of Independent States, we hope to lend some impetus to the efforts of all our partners involved in that complex process.

It is gratifying that the measures being undertaken today by the international community reflects the principled position that President Nazarbayev has expressed more than once from this rostrum and in bilateral meetings with heads of nuclear-weapon States and of States with nuclear ambitions.
