At 92, Nelson Mandela is at the twilight of his life, which has been the ultimate definition of peace in South Africa, the African continent and the world as a whole.

By his letter dated 10 February 2012 (S/2012/85), the Secretary-General informed the Security Council that he had appointed to the Group of Experts the following individuals: Mr. Nelson Alusala of Kenya (arms); Mr. Ruben de Koning of the Netherlands (natural resources); Ms. Marie Plamadiala of the Republic of Moldova (customs and aviation); Mr. Steven Spittaels of Belgium (finance); and Mr. Steven Hege of the United States of America (armed groups and Coordinator).

It was after the Sharpeville massacre of innocent demonstrators in 1959 that Nelson Mandela and the people of South Africa realized that the path of a non-violent approach to freedom was blocked by a concrete barrier, that the door to peaceful negotiations was bolted by a steel bar and that apartheid oppression was being intensified.

Canada is pleased to co-sponsor the draft resolution before us today entitled “Nelson Mandela International Day” (A/64/L.13).

Today, by adopting the draft resolution honouring Nelson Mandela, we express our attachment to freedom and dignity and our appreciation for that great man, who has dedicated his life and suffered for the sake of all humankind.

Nelson Mandela is synonymous with peace and reconciliation which the United Nations seeks as the desired end result of every conflict.

We are also extremely satisfied to co-sponsor the draft resolution on the Nelson Mandela International Day (A/64/L.13), which was endorsed by the special declaration adopted at the fifteenth Summit of the Non-Aligned Movement, at Sharm el-Sheikh.

The Nelson Mandela Cultural Centre for African Culture intends to host all of its future cultural activities in the context of the International Year.

(Cuba) ( spoke in Spanish): The Cuban delegation associates itself with the statement made by the Permanent Representative of Egypt on behalf of the Non-Aligned Movement (NAM) (see A/64/PV.41) and supports the adoption of the important draft resolution that declares 18 July as Nelson Mandela International Day (A/64/L.13).

God bless our work together to build a world of justice, peace and human dignity, to make real the ideals to which Nelson Mandela dedicated his extraordinary life.

The second draft resolution, has, as I said, a close linkage to Nelson Mandela and to the promotion and pursuance of the ideals for which he has fought.

I should like to note that Mr. Nelson Alusala, who served on the Panel during the mandate accorded by the Security Council in resolution 1819 (2008), is not able to continue his service with the Panel at this time.

These include the Aapravasi Ghat Trust Fund, the Centre de Lecture et d’Animation Culturelle, the Islamic Cultural Centre, the Le Morne Heritage Trust Fund, the Malcolm De Chazal Trust Fund, the Mauritius Museums Council, the Mauritius Film Development Corporation, the Mauritius Society of Authors, the National Archives, the National Art Gallery, the National Heritage Fund, the National Library, the Nelson Mandela Centre for African Culture, the President’s Fund for Creative Writing and the Professor Basdeo Bissoondoyal Trust Fund.

We express our rich tribute to Nelson Mandela, a visionary and great leader of our time whose life has been deeply influenced by Mahatma Gandhi — the greatest apostle of peace and non-violence.

Nelson Mandela spoke from this rostrum after his release to thank the United Nations for this great achievement.

By approving both draft resolutions, as well as those pertaining to promoting interreligious and intercultural dialogue, the protection of children and the consolidation of new and restored democracies, we pay tribute to an outstanding man, Nelson Mandela, and his work.

This forum’s venture today would not be complete without invoking the great example of President Nelson Mandela and Archbishop Desmond Tutu.

At its sixty-fourth session, the General Assembly decided to designate 18 July as Nelson Mandela International Day, to be observed each year beginning in 2010, and requested the Secretary-General to keep the Assembly informed at its sixty-fifth session of the implementation of the resolution within the United Nations system, and thereafter to keep the Assembly informed on an annual basis concerning the observance of the Day (resolution 64/13).

While incarcerated — doing hard labour and kept in solitary confinement on Robben Island — Nelson Mandela continued to be an inspiration and hope to the world in the fight against apartheid until he was released and led the last mile in the march to freedom and democracy in South Africa.

In November 2009, the United Nations General Assembly declared 18 July Nelson Mandela International Day, in recognition of his contribution to the culture of peace that is at the heart of UNESCO’s mission.
