At its sixty-sixth session, the General Assembly decided to convene in 2016, in line with the bi-decennial cycle (1976, 1996 and 2016), a third United Nations conference on housing and sustainable urban development (Habitat III) to reinvigorate the global commitment to sustainable urbanization that should focus on the implementation of a “New Urban Agenda”, which should build on the Habitat Agenda, the Declaration on Cities and Other Human Settlements in the New Millennium and the relevant internationally agreed development goals, including those contained in the United Nations Millennium Declaration, the Johannesburg Declaration on Sustainable Development, the Johannesburg Plan of Implementation, and the outcomes of other major United Nations conferences and summits, and requested the Secretary-General to submit to the Assembly, at its sixty-seventh session, a report on the implementation of the resolution (resolution 66/207).

The project is focused on the development of an international plasma research and education centre for developing countries in the Asian and African regions, and of a network of benchmark scientific-educational laboratories in developing countries for cooperation with world centres of excellence in plasma physics such as MITP and IHED in the Russian Federation, the Massachusetts Institute of Technology (MIT) and Stanford University in the United States of America, Cambridge University in the United Kingdom, Johannesburg University in South Africa, Pisa University in Italy, and international research centres, such as CERN in Geneva (Switzerland) and the Joint Institute for Nuclear Research (JINR) in Dubna (Russian Federation).

The Plan of Implementation of the World Summit on Sustainable Development (“Johannesburg Plan of Implementation”)1 and the decisions of the eleventh session of the Commission on Sustainable Development (see E/2003/29) called for strengthened involvement and enhanced participation of major groups in the activities of the Commission as well as in the implementation of Agenda 21, the Programme for the Further Implementation of Agenda 21 and the Johannesburg Plan of Implementation.

Since the last periodic report (1995) on the implementation of the Convention, the following 28 States have become party to the Convention: Barbados, Bolivia, Botswana, Canada, China, Colombia, Costa Rica, Denmark, El Salvador, Equatorial Guinea, Eritrea, Honduras, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Paraguay, Portugal, Republic of Moldova, Rwanda, Serbia and Montenegro, Seychelles, South Africa, Sri Lanka, the former Yugoslav Republic of Macedonia, Uruguay, Uzbekistan and Zimbabwe; of those 28 States the following 16 States have joined the Protocol: China, Colombia, Costa Rica, Denmark, Dominican Republic, El Salvador, Honduras, Kazakhstan, Latvia, Lithuania, Panama, Paraguay, Republic of Moldova, Serbia and Montenegro, the former Yugoslav Republic of Macedonia and Uruguay.

Actions for climate change mitigation and adaptation and environmental sustainability will be based on least developed country-specific objectives defined in Agenda 21, the Johannesburg Plan of Implementation and Millennium Development Goal 7, as well as commitments from multilateral environmental agreements.

Mr. John Sheldon, Assistant Professor of Space and Cyber Strategic Studies at the USA Air Force School of Advanced Air and Space Studies, began the panel with a presentation on “Reducing Military Tensions, Building Trust”, which looked at how military-to-military relationships might reduce tensions and build trust on issues of space security.

Specifically, indigenous peoples are concerned about the fact that eight years after the Johannesburg summit and more than two years after adoption of the United Nations Declaration on the Rights of Indigenous Peoples, the mining industry — especially through its industry body, the International Council on Mining and Metals, major companies and project financiers, such as the World Bank, the International Finance Corporation and the “Equator banks” — has failed to take action to recognize the Declaration as the minimum international standard relating to indigenous peoples’ rights.
