The Director-General has also borne in mind that the present C/4 and C/5 system is rather complex and cumbersome, that it has too many layers with too many categories difficult to distinguish (e.g. cross-cutting themes, mainstreaming, flagships, principal and other priorities), that it limits flexibility to meet evolving programme resource needs, that intersectoral efforts are too often an afterthought in the programming exercise and that monitoring does not receive sufficient attention.

The process is lengthy and cumbersome, involving no less than ten steps from the moment that the written papers are collected to the placement of candidates on the roster, and lasting one whole year.

I have encountered really poor and destitute people in my life and in my ministry as a religious leader, and I would like to ask the international community, especially the developed countries, not to underestimate the resourcefulness of the poor and not to find them burdensome.

Nevertheless, the Commission considered that this formulation would make the text too cumbersome.

The obligations relevant to different types of arms or activities within the scope of the treaty should be differentiated, so as to address concerns that the treaty will contain unnecessary or burdensome obligations.

In the area of strategic planning, for example, the kind of exercise that looks reasonable and appropriate in New York may be perceived in the field as excessively burdensome, adding another layer of tasks to an already overstretched and fragile administration.

Nevertheless, he would not necessarily advocate that this rather cumbersome process be replicated in other organizations which do not have the same constraints or mandates as the United Nations.

B. The United Nations is the only organization which recruits young professionals through national competitive recruitment examination, a secure and confidential process which has a positive impact on the quality of recruits but has proved rather cumbersome.

In fact, the practice seems generally quite complex, varying often from one country to another. The principle of admission or prohibition of any ground is generally based on legal theory rather than on treaty provisions or on clearly established international case law.

However, he wished to point out that, for the sake of realism, certain principles should be upheld: first, the Convention provided the most appropriate forum for negotiation; second, the humanitarian concerns regarding cluster munitions and their legitimate use should be explicitly recognized; third, the proposed negotiating mandate should be simple and general, and should not be made cumbersome by technical features, definitions or linkages; fourth, there should be no artificial deadline; fifth, “due diligence” was required to address the concerns of all Parties; and sixth, it would be useful to draw on the experiences of civil society organizations involved in post-conflict activities.

Let me therefore suggest to the Commission that, only after possessing vast numbers of nuclear weapons, were the major Powers convinced of the need to make biological and chemical-weapon systems internationally superfluous and redundant.

Those efforts included encouraging universities to offer modules on space law; providing fellowships for graduate and postgraduate education in space law; assisting in the development of national space legislation and policy frameworks; organizing workshops, seminars and other specialized activities to promote greater understanding of space law; providing financial and technical support for legal research; preparing dedicated studies, papers and publications on space law; supporting space law moot court competitions; supporting the participation of young professionals in regional and international meetings relating to space law; providing for training and other opportunities to build experience; and supporting entities dedicated to the study of and research relating to space law.
