The Advisory Committee notes from the reports of the Board of Auditors (A/63/5/Add.11 and 12) that, for both Tribunals, the Board issued a modified opinion with an emphasis of matter on the financial statements for the biennium ended 31 December 2007 in relation to the deficits in the reserves and fund balances of the two Tribunals, owing to the recognition on the face of the financial statements of end-of-service liabilities, including after-service health insurance.

With regard to the deficit revealed by the actuarial valuation as at 31 December 2009, it was reassuring that the Fund’s consulting actuary and the Committee of Actuaries had concluded that the current contribution rate remained sufficient to meet long-term liabilities and that there was no need for deficiency payments.

The main purpose of the operational reserves is to provide for temporary deficits, fluctuations or shortfalls in resources, uneven cash flows, unplanned increases in costs or any other contingencies, and to ensure continuity in the implementation of the projects undertaken by UNOPS.

Specific activities that assisted countries in relation to terrorism targeted at food products included: (a) capacity-building (training courses, projects) concerning food safety, animal and plant health, including promotion of risk analyses and developing base-level capacity to ensure national ability to monitor, diagnose, report and respond to pest and disease outbreaks; (b) the standard setting work of the Codex Alimentarius Commission and the International Plant Protection Convention; (c) the establishment of a Food Chain Crisis Management Framework for prevention, early warning, preparedness and response to food chain crises caused by transboundary animal and plant pests and diseases, food safety threats and emergencies, as well as nuclear and radiological threats and emergencies; and the organization of international forums to discuss biological risk management in relation to food and agriculture.

In particular, UNESCO should help countries to adopt policies that would address national and regional development challenges, including the achievement of internationally agreed development goals and objectives such as the MDGs, as well as urgent global issues, especially those related to climate change and sustainable development.

As indicated in the report (A/64/346/Add.2, para. 14), the cost of the archive expansion project exceeds the initial budget, leaving a shortfall in the amount of $266,000, which is to be absorbed from within the existing resources of the Office of Central Support Services.

The socio-economic impact of climate change on the global economy, if left unchecked, is likely to dwarf the current economic recession.

With regard to the Special Account for Programme Support Costs, an operational reserve is required to protect against unforeseen shortfalls in delivery, inflation and currency adjustments or to liquidate legal obligations in case of abrupt terminations of activities financed from extrabudgetary resources.
