Whereas it has been internationally recognized, including by the principal organs of the United Nations, that Armenia unleashed the war, attacked Azerbaijan and occupied its territories, including the Daghlyq Garabagh (Nagorno Karabakh) region, carried out ethnic cleansing on a massive scale, perpetrated other heinous crimes in the course of the war and established the ethnically constructed subordinate separatist entity on the captured Azerbaijani territory, it is curious that Armenian propaganda continues to qualify the aggression against Azerbaijan as “a peaceful and constitutional demand of the Nagorno Karabakh people to exercise its right to self-determination”.

I request that the present letter and the attached statement of the Foreign Ministry of the Nagorno Karabakh Republic (see annex), in response to the letter of the representative of Azerbaijan, be circulated as an official document of the General Assembly, under agenda items 35 and 39, and of the Security Council.

In those circumstances, it might often be the case that the insolvency of one or more group members would lead inevitably to the insolvency of all members (the “domino effect”) and there may be some advantage in judging the imminence of the insolvency by reference to the group situation as a whole or coordinating that consideration with respect to multiple members.

In addition, HBIS agrees to use its best efforts to assist in obtaining project debt financing for the Kami Project from financial institutions, including Chinese banks, and HBIS has agreed to co-operate with Alderon in its efforts to attract additional off-take partners in respect of the annual production from the Kami Project that has not been committed to HBIS.

(c) Owing to the parallel assignment of judges to several cases, delays in one trial have had a domino effect on other cases by creating major challenges for the Tribunal in terms of the scheduling of trials for evidence hearings, site visits and the hearing of closing arguments.

We also commend the continuing efforts of the OSCE's Minsk Group in addressing the long-running Nagorno Karabakh conflict and look forward to working closely with the co-Chairs and other members of the Minsk Group during the year.

During the Security Council briefing on the item “Threats to international peace and security caused by terrorist acts”, the President of Azerbaijan made an unsuccessful attempt to lay its own responsibility for links with terrorist groups on others, being the leader of a country that actively used thousands of mercenaries closely linked to notorious international terrorist networks in its war aimed at the annihilation of the people of Nagorno-Karabakh.
