It comprises a written part assessed by external Regional Examination Commissions and an oral examination assessed by school teachers.

The Committee was informed that the proposal being implemented in consultation with the Office of Human Resources Management would introduce more robust and automated initial screening with effect from 2012 in order to reduce the number of applicants convoked to the written examination.

From 2005 to 2009, 55 language examinations were held, 38,231 applications were received; 21,830 applicants (or 57 per cent) were convoked to the written examination, of whom 1,526 (or 7 per cent) were rostered

The funds should not be taken from the Participation Programme as its present allocation was already insufficient to meet current needs.

It was noted that any future experimentation sessions would benefit from focusing on a small number of areas to promote more detailed exchange and to ensure a meaningful outcome from the discussions.

With regard to the possible funding of future cluster consultations, participants felt that this should be a charge against the regular budget and that specific provisions should be included among the indirect costs for each cluster office.

That amount would provide for salaries and common staff costs for the continuation of three positions (one General Service (Other level) and two General Service (Local level)) and the creation of one P-3 level position to provide substantive and administrative support to the members of the Group ($198,200); charges pertaining to two Security Officers to provide security services and escort to the experts ($70,300); fees ($1,104,300) and official travel ($588,400) of the eight members of the Group; official travel of staff ($58,300); and other operational and logistical support requirements, such as rental of office space, rental of vehicles, communications, information technology equipment and maintenance, and miscellaneous supplies and services ($215,000).

The provision would provide for specialized expertise not available in the Organization, outside the scope of the systems integration contract, in the area of change management, in technical areas, including mobile technology, report design and implementation, data warehousing and business intelligence, and in functional areas, including travel, central services, field operations and logistics, payroll, budgeting and planning, as well as management consultants to cross-check the project management services provided by the main contractor/systems integrator.

International Pen was also concerned about the existence of “blasphemy” laws, under which a number of writers and publishers had been charged and imprisoned and sentenced [...] [...]

Following a discussion, the Executive Committee decided to approve the pilot project for validation of methyl formate as a blowing agent in the manufacture of polyurethane foam (phase I) in Brazil at a total cost of US $401,500 plus agency support costs of US $30,113 for UNDP, noting that the project was consistent with decision 55/43(e) and that it had been designed to disseminate the results from the validation of methyl formate technology in rigid and integral skin polyurethane foam applications globally, and on the understanding that the project would be the final validation project for methyl formate in the manufacture of rigid and integral skin polyurethane foams, and that approval of the project was without prejudice to consideration of the future funding request for phase II of the project by the Executive Committee.

In section V, paragraph 11, of the same resolution, the General Assembly requested the Secretary-General to seek a more effective strategy to fill current and future language post vacancies at all duty stations in a timely manner, took note of paragraph 92 of the report of the Secretary-General on the pattern of conferences (A/63/119 and Corr.1), and also requested the Secretary-General to hold the competitive examinations for the recruitment of language staff referred to in that paragraph, as well as other examinations beyond 2009, well in advance so as to fill current and future language post vacancies at all duty stations in a timely manner, and to inform the Assembly at its sixty-fourth session of efforts in that regard.
