(a) The Final Document of the Sixteenth Ministerial Conference and Commemorative Meeting of the Non-Aligned Movement, held in Bali, Indonesia, from 23 to 27 May 2011, in which the ministers expressed the belief that the establishment of nuclear-weapon-free zones created by the treaties of Tlatelolco, Rarotonga, Bangkok and Pelindaba, and the Central Asian nuclear-weapon-free zone treaty, in addition to Mongolia’s nuclear-weapon-free status, were positive steps and important measures towards strengthening global nuclear disarmament and nuclear non-proliferation (para. 156), and expressed their support for Mongolia’s policy aimed at institutionalizing its nuclear-weapon-free status and for the measures taken by Mongolia to consolidate and strengthen that status.

At its sixty-fifth session, the General Assembly welcomed the continued contribution that the Antarctic Treaty and the treaties of Tlatelolco, Rarotonga, Bangkok and Pelindaba were making towards freeing the southern hemisphere and adjacent areas covered by those treaties from nuclear weapons; called upon all States concerned to continue to work together in order to facilitate adherence to the protocols to nuclear-weapon-free zone treaties by all relevant States that had not yet done so; and encouraged the competent authorities of the nuclear-weapon-free zone treaties to provide assistance to the States parties and signatories to those treaties so as to facilitate the accomplishment of the goals (resolution 65/58).

In accordance with the practical steps endorsed by the parties to the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, the Secretary-General and the Governments of the Russian Federation, the United Kingdom and the United States, as sponsors of the 1995 NPT resolution on the Middle East and depositary States of the Treaty, in consultation with the States of the region, are pleased to announce the appointment of Mr. Jaakko Laajava, Under-Secretary of State, Ministry of Foreign Affairs of Finland, as facilitator and the designation of Finland as the host Government for the 2012 conference on the establishment of a Middle East zone free of nuclear weapons and all other weapons of mass destruction.

He took it that the Conference wished to appoint Mr. Kolarov to that post.

On the occasion of the 2010 Review Conference of the Parties to the Treaty on Non-Proliferation of Nuclear Weapons we, the States parties and signatories to the Treaties of Tlatelolco (1967), Rarotonga (1985), Bangkok (1995), Pelindaba (1996) and Central Asia (2006) which have established nuclear-weapon-free zones, as well as Mongolia — a nuclear-weapon-free State — have met for the purpose of strengthening the nuclear-weapon-free zones regimes and contributing to the nuclear disarmament and nuclear non-proliferation process, and in particular to analyse ways of cooperating that can promote the achievement of the universal goal of a nuclear-weapon-free world.

Recognizing with satisfaction that the Antarctic Treaty,6 the treaties of Tlatelolco,7 Rarotonga,8Bangkok9 and Pelindaba10 and the Treaty on a NuclearWeapon-Free Zone in Central Asia, as well as Mongolia’s nuclear-weapon-free status, are gradually freeing the entire southern hemisphere and adjacent areas covered by those treaties from nuclear weapons

As well, the First Preparatory Meeting took note of the designation of Ambassador Clara Inés Vargas of Colombia as Secretary-General of the Second Review Conference, the appointment by the Secretary-General of the United Nations of Mr. Peter Kolarov of the United Nations Office for Disarmament Affairs, Geneva Branch, as Executive Secretary of the Second Review Conference, and the request by the President-Designate that, in keeping with past practice, Mr. Kerry Brinkert, Director of the Implementation Support Unit, serve as the President’s Executive Coordinator.

Regional impact of the Centre through cooperation: The Centre, through the IWR, has already established both formal and informal links with universities (such as the University of Arizona, Oregon State University, and Colorado State University, non-governmental organizations such as The Nature Conservancy, and UNESCO category 2 centres in the Americas and elsewhere, such as the Water Centre for Arid and Semi-Arid Zones of Latin America (CAZALAC), with which it is promoting and developing research projects, capacity-building and training activities, and publications.
