The adoption of resolution 2046 (2012) also means that both the Government of the Sudan and the Sudan People’s Liberation Movement-North (SPLM-N) have binding obligations to resolve the conflict in the Sudan’s Blue Nile and Southern Kordofan states, which has cost its people so highly in suffering and displacement.

Prof. Lü spent time at CSIRO Food and Nutritional Sciences (CFNS) with Dr Martin Cole and expressed an interest in further CAS/CSIRO collaboration in the areas of food safety and security.

Noting the observation by the Secretary-General in his report (A/66/292) that non-State actors were still planting mines in some countries, he pointed out that mines had been left by the Sudan People’s Liberation Movement/Army in the states of Southern Kordofan and Blue Nile without indicating their locality on any maps.

At its first plenary meeting, on 9 November 2011, the Conference confirmed the nomination of Ambassador Mikhail Khvostov of Belarus as President of the Fifth Conference of the High Contracting Parties to Protocol V. It also confirmed the nomination of Ambassador Gerard Corr of Ireland and Ambassador Zamir Akram of Pakistan as Vice-Presidents of the Fifth Conference.

At its sixty-second session, the General Assembly welcomed the fact that the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (Treaty of Tlatelolco) was now in force for the sovereign States of the region; and urged the countries of the region that had not yet done so to deposit their instruments of ratification of the amendments to the Treaty of Tlatelolco approved by the General Conference of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean in its resolutions 267 (E-V), 268 (XII) and 290 (E-VII) (resolution 62/16).

The United Nations Secretary-General appointed a Group of Eminent Persons in 2010 with the following members: Alpha Oumar Konaré, former President of the Republic of Mali (Co-Chair of the Group); Fazle Hasan Abed, the founder and Chairperson of the Bangladesh Rehabilitation Assistance Committee (BRAC); Nancy Birdsall, the founding President of the Center for Global Development; Kemal Dervis, Vice-President and Director of Global Economy and Development at the Brookings Institution; James Wolfensohn, Chairman and Chief Executive Officer of Wolfensohn and Company and former President of the World Bank (Co-Chair of the Group); Hiromasa Yonekura, Chairman of Sumitomo Chemical Company Ltd.

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.

At its sixty-fifth session, the General Assembly welcomed the continued contribution that the Antarctic Treaty and the treaties of Tlatelolco, Rarotonga, Bangkok and Pelindaba were making towards freeing the southern hemisphere and adjacent areas covered by those treaties from nuclear weapons; called upon all States concerned to continue to work together in order to facilitate adherence to the protocols to nuclear-weapon-free zone treaties by all relevant States that had not yet done so; and encouraged the competent authorities of the nuclear-weapon-free zone treaties to provide assistance to the States parties and signatories to those treaties so as to facilitate the accomplishment of the goals (resolution 65/58).

It should also be stressed that Cuba is a State party to the international and regional instruments for the destruction and non-proliferation of weapons of mass destruction (the Chemical Weapons Convention, the Biological Weapons Convention, the Treaty on the Non-Proliferation of Nuclear Weapons and the Treaty of Tlatelolco, which established a nuclear-weapon-free zone in Latin America and the Caribbean) and has complied strictly with all provisions thereof.

The States members of the Rio Group, as part of the first densely populated area declared a nuclearweapon-free zone through the Treaty of Tlatelolco about 40 years ago, welcome the convening of the Second Conference of States Parties and Signatories to Treaties that Establish Nuclear-Weapon-Free Zones and Mongolia to consider ways and means to enhance consultations among States parties and signatories, treaty agencies and other interested States, with the aim of promoting coordination and convergence in the implementation of the provisions of these treaties and in strengthening the regime of nuclear disarmament and non-proliferation.

Reaffirming the importance of the Agency as the appropriate legal and political forum for ensuring full compliance with and implementation of the Treat y of Tlatelolco, as well as cooperation with the entities of other nuclear-weapon-free zones

3. To entrust also the Council and the Secretary General with following up on the steps taken by the Agency so that the States Parties of the Additional Protocols to the Treaty of Tlatelolco withdraw or modify their interpretive declarations and take the corresponding actions to strengthen the integrity of the military denuclearization statute provided for in the Treaty.
