Even if the content of the letters were to be taken into account, it could well be that the Armenian authorities were merely trying to determine why the author had not shown up for work or where he was residing.

IIEP has in particular assisted Afghan authorities in the training of 149 senior officials, and the reference publication Utilizing Education and Human Resources Sector Analyses was translated into Dari and Pashto with the assistance of the UNESCO-Islamabad Office.

Its more recent decision to unfix its presence around four additional Serbian holy sites—including the early fourteenthcentury Gračanica monastery, a UNESCO World Heritage in Danger site, against the will of the Government of Serbia and the Serbian Orthodox Church, is deeply troubling.

The expulsion of the international non-governmental organizations thus contributed to limiting the incentives for victims to report their cases and may provide an at least partial explanation for the decrease in the number of cases reported to the national police and/or the UNAMID police.
