(d) How can the benefits of South–South cooperation be maximized for the LDCs' development and their eventual graduation [...]

In terms of cost, CVT is now positioned in the middle, between a four-speed AT and a dry DCT; the most expensive six-speed automatics and DCTs are costlier, but CVTs are improving their price position and the new-generation CVT under development at Bosch promises to further increase performance and reduce mass – and therefore material costs.

Another least developed country expressed concern that the United Nations had identified it as a possible candidate for graduation based in part on the Economic Vulnerability Index criterion, which, in that country’s view, should not be made mandatory for graduation as the country was highly vulnerable to external shocks.

At its sixty-sixth session, the General Assembly invited all organizations of the United Nations system and other multilateral organizations, including the Bretton Woods institutions and international and regional financial institutions, to contribute to the implementation of the Istanbul Programme of Action and to integrate it into their programmes of work, requested the Secretary-General to take the steps necessary to undertake a joint gap and capacity analysis on a priority basis by 2013 with the aim of establishing a technology bank and science, technology and innovation supporting mechanism dedicated to least developed countries, and requested the President of the Assembly to establish an ad hoc working group to further study and strengthen the smooth transition process for the countries graduating from the least developed country category and to submit a report to the Assembly at its sixty-seventh session with specific recommendations.

With its substantive emphasis on strengthening the capacities of countries to formulate and implement inclusive and sustainable development policies in support of the internationally agreed development goals, the subprogramme will monitor macroeconomic trends and prospects towards reducing poverty and narrowing development gaps, promote capacity development in the countries with special needs in achieving the Millennium Development Goals and assist in the graduation process of the least developed countries, strengthen regional cooperation in addressing medium- to long-term development challenges, and support sustainable agriculture and food security in the region aimed at reducing poverty in rural communities.

Two distinct concerns need to be distinguished: (a) the practical challenges faced by highly vulnerable small island developing States in the context of the least developed country graduation process; and (b) the special challenges faced by middle-income small island developing States in the absence of international support measures commensurate with their high vulnerability.

The lack of financial resources is one of the biggest constraints facing least developed countries to achieving sustained, inclusive and equitable growth and sustainable development and progress towards graduation.

The Commission was informed by one least developed country of its efforts towards graduation from the least developed country category.

Discussions on the potential creation of a formally recognized category for small island developing States and associated with preferential treatment in WTO continues to be on the agenda, especially in view of the loss of special assistance resulting from the imminent graduation from least developed country status of a number of small island developing States.
