In spite of natural energy endowments in some developing countries, access to modern energy services was very limited in the rural areas of many of them.

Per capita entitlements takes as its starting point the equal right of each person to use the atmosphere as a global commons.

(b) For cases where the claimant has not approached the LRD for assistance before filing the claim in the Tribunal, and there is no previous attempt at settlement, the parties will be referred to the Settlement TO for assistance if they wish to attempt settlement before the call-over hearing.

Recently, the IRD filed a writ to the Court for tax recovery, including a sum amounting to $340 million ― We do not know whether or not it is the largest amount of tax to be recovered over all these years and how it is going to be accounted.

5.33 It has been suggested that the role of the Tribunal should be confined to adjudication and no attempts at settlement should be made at the Tribunal since conciliation would have been attempted by the LRD before a claim is filed.
