The approach calls for institutional and legal reform and aims to empower individuals and communities to become agents of their own development, through strengthening their livelihoods, property and labour rights and facilitating entrepreneurship.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

Specific areas of research and dissemination of findings related to crime prevention include: planning for a national programme of technical assistance; the most effective use of closed-circuit television; evaluations of court diversion programmes; the prevention of cybercrime and identity crime; the risks of crime displacement and criminogenic effects of crime prevention initiatives; the prevention of financial crime; fraud and money-laundering; the prevention of terrorist activities and the financing of terrorism; law enforcement responses to drugs; the reduction of alcohol-related violence; intimate partner violence and homicide; human trafficking; and conferences on serious and organized crime and on bushfire arson prevention.

The representative of Turkey underlined the following points: (a) the organization, Centre Europe-tiers monde had been failing to adhere to the basic principles of the Charter of the United Nations and the basic requirements set out in Council resolution 1996/31 by disrespecting the territorial integrity and political unity of Turkey; (b) the organization had been undertaking unsubstantiated and politically motivated allegations against Turkey; (c) the organization had been inciting and condoning acts of terrorism against States Members of the United Nations, which is prohibited under international law; (d) the organization had become a propaganda vehicle of the terrorist organization PKK/Kongra-Gel; and (e) the organization had not taken into consideration earlier statements of Turkey regarding the need to uphold its obligations and responsibilities under the Charter and Council resolution 1996/31.

(i) Legal liability of the registered medical practitioner for performing an organ transplant on a patient without first obtaining the latter's consent because of his illness or impaired state of consciousness or his being a minor, a mentally incapacitated person; whether relatives of a patient who could not give consent might give consent on behalf of the patient; and what would happen if the relatives had no consensus on whether to give consent.

The Government of Ecuador, in keeping with its national and international policy for the protection of human rights, wishes to be elected a member of the Human Rights Council, and therefore, in accordance with General Assembly resolution 60/251 of 15 March 2006, submits its statement of voluntary pledges and commitments for the promotion and protection of human rights (see annex I) as well as progress made in implementation of prior voluntary pledges (see annex II).

The SPT considers the establishment of an independent police and gendarmerie complaints body as a key opportunity to reinforce the message to law enforcement officers that ill-treatment will not meet with impunity.
