Section II, title X, article 328 of the Family Code states: “When the health, safety, morality or education of a minor are jeopardized or insufficiently protected owing to the immoral behaviour or disability of the father and mother or of the person accorded the right of guardianship, or when, owing to misconduct or unruly behaviour, a minor gives these individuals cause for very serious dissatisfaction or renders them incapable of exercising guidance, the juvenile judge may on his own initiative, at the behest of the public prosecutor or at the behest of the father, mother or guardian, rule that the minor shall, for a period not to extend beyond the date of his coming of age, be visited regularly by a social worker or placed on probation.

The President also recalled that the States Parties have expressed satisfaction with the performance, efficiency, professional competence, responsiveness and dedication of the ISU and that there was general agreement among the Task Force members on the need to review the financing model of the ISU, in order to make it sustainable and predictable, and to achieve more equitable burden sharing.

This action comprises three distinct areas: (a) activities of the World Heritage Centre in implementation of the 1972 Convention, including capacity-building in Member States through technical assistance with a view to achieving a universal, equitable and balanced World HeritageList;(b) safeguarding and promoting the intangible cultural heritage in pursuance of the 2003 Convention, including efforts to encourage its ratification; (c) capacitybuilding in Member States for the protection, rehabilitation and conservation of cultural heritage, with particular emphasis on assistance and reconstruction in post-conflict situations, and ensuring the enforcement of legal protection in this regard.

A range of other suggestions was put forward, such as: to ensure the preservation of digital heritage, including archives and libraries as a component of the “Memory of the World Programme”; to develop media education programmes for children and adults; and to increase familiarity with the use of ICTs, especially within the framework of the knowledge society and knowledge economy, in light of the outcomes of the World Summit on the Information Society.

These efforts need to be given concrete and substantial international support in a spirit of shared responsibility and mutual accountability through renewed and strengthened global partnership.

To ensure that mental disorders are not disregarded by the health system, health authorities should develop a mental health policy, integrate mental health treatment into primary health care, budget for workforce development and essential drug procurement, and train primary health-care providers inmental health.

In addition, incidences of renal diseases, diabetes, gastro-intestinal diseases and diseases of the nervous system andmental disorders are on the increase, with increasing deaths reported from such diseases.

The Special Envoy also observed that maintaining a cooperative spiritin the work of this Convention is important to promoting universalisation, noting that States not parties closely observe the work of the Convention and that they want to be part of movement that features States and other actors collaborating with one another and working together to overcome the complexities of implementation.

It is a question not of creating, but of systematizing, the applicable principles and rules in a reasonable manner while introducing elements of progressive development, and of preserving the generalspirit ofthe Vienna system.

The potent spirit of cooperation and the desire of all participants for success had sustained and increased the global momentum towards one day freeing humanity from the scourge of nuclear weapons.

The objectives of the amendments were manifold: (a) to streamline certain rules and ensure that they better translated the letter and spirit of the relevant provisions of the statute; (b) to ensure that the amended rules were consistent with other relevant rules; (c) to encourage, to the extent possible, cooperation with the Tribunal on the part of States and organizations, as well as the use of sources of sensitive information; (d) to meet the operational needs of the ongoing investigation; and (e) to protect the confidentiality of information during the investigative stage in order to ensure the effective conduct of the investigation and the protection of all relevant persons.

The longer the stalemate in the Conference on Disarmament lasts, the more trust among its members is lost and the harder it becomes to build the spirit of compromise that is so necessary if States are to begin negotiations.

Although deliberations had been held in the context of an ongoing global financial crisis, with such issues as uneven economic recovery, sluggish international trade and fears of a spreading sovereign debt crisis creating a challenging backdrop, delegations had shown flexibility and a spirit of cooperation that had helped achieve consensus on the vast majority of the draft resolutions.
