With limited per capita endowments of natural resources, the region is particularly vulnerable to disruptions associated with volatile energy and resource prices, land use changes and climate change, which are becoming increasingly interconnected.

In the light of the increased number of natural disasters and the devastating effects of climate change, in particular in the small islands developing States and in Africa, Member States requested UNESCO to continue its sustained efforts in supporting research and mobilizing the use of scientific knowledge for adaptation and mitigation of climate change, natural disasters risk reduction, integrated water management, and biodiversity conservation.
