Member States, international organizations and information and communication technology industries should encourage collaborative participatory research and development on, and local adaptation of, operating systems, search engines and web browsers with extensive multilingual capabilities, online dictionaries and terminologies.

The development, production, stockpiling and use of weapons of mass destruction or of indiscriminate effect may also imply unforeseeable, uncontrollable and long-term and cross-border effects on the environment threatening the livelihood of succeeding generations.

The region needed to find fresh solutions to persistent problems through research, innovation and technological development, as well as by unleashing the creativity, entrepreneurship and agency of citizens, especially the youth.
