To avoid a major imbalance between an increasing demand for assistance on the one hand and limited resources on the other, the Program will strive to ensure that its activities are properly targeted, that they achieve the desired impact, and that they are delivered as efficiently as possible.

The majority of recommendations had been identified as constructive and target-oriented, and many of the recommended measures had already been incorporated in plans of action and were at different stages of implementation.

Those measures include the provision of targeted assistance with the aim, as soon as circumstances allow, of promoting the self-sufficiency of families; addressing the legal situation of persons unaccounted for and the consequences for family members, including in terms of property administration, guardianship and parental authority; ensuring children receive special support and protection and, in particular, taking measures to reunite unaccompanied children with their families; ensuring that the needs of single heads of families are given special attention, taking into consideration the specific needs faced by women in such situations; ensuring that the families of persons unaccounted for benefit from support programmes in order to adapt to their situations and come to terms with the events; and psychological support, and, whenever necessary and feasible psychiatric treatment, to be provided to those in need.

From the replies received, the Working Group was encouraged to note that some Governments had carried out investigations into the allegations made and taken measures, including enacting new legislation, conducting legal reform, introducing policies and services, such as health-related services, to better protect and assist women, including women victims of violence, developing national plans of action, prosecuting and punishing perpetrators of violence, introducing targeted measures for the promotion of women’s rights, making efforts to guarantee the full enjoyment of human rights by women, including through gender-sensitive budgeting, and improving public awareness-raising activities to promote gender equality and the advancement of women in accordance with relevant international standards.

The Institute believed that, if the promised aid and assistance from the international community were paid on time, the situation of the Afghan people, particularly the women and children, would improve.

These studies concern: the indivisibility, interrelation and interdependence of all human rights; the enforceability of economic, social and cultural rights; the state of the art with regard to indicators to measure the implementation of economic, social and cultural rights and in particular the right to education and the right to take part in cultural life and the right to education.

(b) Continue to address the issue of suicidal behaviour among adolescents across the State party, including by studying the root causes of this problem in order to provide targeted preventive measures.

Furthermore, in order to achieve an efficient and targeted implementation of the plan of action on victim assistance and to match cooperation and assistance successfully, greater efforts were needed at the national level to understand the scale of the problem and the real state of implementation on the ground.

It also noted that several such programmes were in operation in the region, including targeted income transfer schemes, universal health care, pensions for the elderly, and support for people with disabilities and people living with HIV and AIDS.

To ensure that capacity development and technical assistance to be provided to the Member States are effective, targeted and relevant, UNESCO will provide an analysis of the national educational needs and priorities, identify gaps and options for improvement in terms of data, policies, capacities, finance and donor coordination and propose remedial, supportive measures in response to national policies and priorities.

From this point of view, some people's worries that the Bill would go against the presumption of innocence in the common law and affect the defendants' rights to get a fair trial warrant the Government's attention.

In countries with extensive underemployment, informal sectors, and/or high rates of poverty, we recommend targeted efforts to generate employment for poor households and vulnerable groups, utilizing lessons learned from recent policy innovations.

As the Financial Secretary had pledged to preserve employment, the Government being the majority shareholder of MTR Corporation Limited (MTRCL) should urge MTRCL to introduce fare concessions for people who had to work across districts.
