It was agreed that the Committee would start with work on “fees for technical assistance”, with a view to achieving concrete results for the next annual session, but it would also have a longer-term plan of work with a view to a comprehensive review of services issues for the United Nations Model Convention (see E/2011/45, para. 97).

Despite that broad conceptual acknowledgment, the political debate continues, first, on the nature of the security-development nexus; secondly, on the types of policies that should be pursued to achieve durable peace, security and sustainable development, including to address the root causes and drivers of conflicts; and thirdly, on the way forward for the Security Council to prevent the eruption or protraction of, or relapse into, violence, given the changing nature of conflicts and the security-development nexus, as well expressed in the concept note prepared by the Mission of Brazil (S/2011/50, annex).

The Meeting also recalled the provisions of ESCAP resolution 67/9, whereby the Commission had called upon members and associate members, inter alia, to “…initiate, as appropriate, in line with national priorities, a review of national laws, policies and practices to enable the full achievement of universal access targets with a view to eliminating all forms of discrimination against people at risk of infection or living with HIV, in particular key affected populations”.

In cases where counselling does not yield expected results and the life or health of a child are in danger if they continue to live with parents, a child protection worker may initiate removal of a child from a parent or deprivation of parental rights.

Following up the recommendation of the Committee on Performing Arts, a Funding Committee for the Performing Arts to advise the Government on the future funding arrangements for the 10 major performing arts groups (including the four groups subvented by the LCSD, namely, the Hong Kong Chinese Orchestra, the Hong Kong Dance Company, the Hong Kong Repertory Theatre and the Hong Kong Philharmonic Society; and the six three-year grantees of the Hong Kong Arts Development Council, namely, the Hong Kong Ballet, Chung Ying Theatre Company, the City Contemporary Dance Company, the Hong Kong Sinfonietta, Theatre Ensemble and Zuni Icosahedron) was set up in November 2006 to develop a new set of funding assessment criteria and a new model of funding to be put in place for implementation in April 2009.

In this context the areas under consideration include disabilities such as bone-marrow diseases and infant surgery and orthopaedic treatment.

The delegation of Mongolia further informed the Commission that, pursuant to Commission resolution 67/1 on the Ulaanbaatar Declaration: Outcome of the Highlevel Asia-Pacific Policy Dialogue on the Implementation of the Almaty Programme of Action and other Development Gaps Faced by the Landlocked Developing Countries, the Government of Mongolia was currently working on a plan of action to implement the Multilateral Agreement on the Establishment of the International Think Tank for Landlocked Developing Countries and looked forward to receiving the secretariat’s expertise in that area.

The delegation of Mongolia also informed the Commission that it was working on establishing a green growth committee.

With a view to aligning UNESCO’s programmes and strategies with the priorities of the government and create better synergy with the activities of other United Nations and non-United Nations agencies, UNESCO has initiated the preparation of the UNESCO Education Support Strategy (UNESS) for DPRK in 2009.

The delegation of Thailand also noted that the discussions and recommendations for action from the Asia-Pacific Urban Forum were very useful and should be implemented to promote sustainable urban development in the region, and particularly requested the secretariat to prioritize three areas of work: firstly, to develop criteria and standards for city classification, such as “sustainable city”, “eco-city”, and “green industrial city” to provide a guideline for benchmarking sustainable urban development at the regional and subregional levels; secondly, to develop databases and networks at the regional and subregional levels that would include urban and rural population statistics and economic, social and physical data, including environment and geo-climatic data; and thirdly, to hold a symposium on urban climate change among member States in order to exchange experiences and best practices towards achieving sustainable city development.

Moreover it might be advisable to introduce a saving clause into the draft articles to indicate that their purpose was not to reduce the protection afforded by special regimes.

Having said that, it is not really something on which we can come to a conclusion or find a very simple solution to at this point, but as a longer-term issue, I think that all delegations and the Commission itself should be reminded of the need to work on the working methods of the Commission.

At the national level and as proof of its continued commitment to searching for peace, we support the Afghan Government and hope that it will proceed with the swift appointment of an authoritative voice not to replace Mr. Rabbani — who is not replaceable — but to persist in the efforts he led within the High Peace Council.

In view of the preceding, the Authority of ECOWAS Heads of State and Government, at their Extraordinary Summit in Dakar on 2 April 2012, appointed H.E. Alpha Condé, President of Guinea, as Mediator in the looming crisis, and directed the ECOWAS Commission to consider the feasibility of deploying a military contingent in the run-up to the poll to protect candidates and institutions, to assist the Bissau security forces to ensure security for the electoral process, and to commence work on the defence and security sector reform programme in the country.

If the need for amendments of the type in para (f) and those of (e) of a substantive nature is identified, the Secretariat, in cooperation with the national secretariat of the adjourned Committee if applicable, and, if possible, the Chairperson of that Committee, should agree on the need for such an amendment and prepare a working paper containing the wording of a proposed amendment and the reasons for proposing such amendments and the wording of such amendments as appropriate, and request comments from members of the Commission Member Governments: (a) on the need to proceed with such an amendment and (b) on the proposed amendment itself.

The Executive Committee also noted that the country has taken significant steps to initiate the implementation of the HCFC phase-out management plan and to complete the national phase-out plan and the CFC metered-dose inhaler manufacturing project.
