It focuses on the conclusions and recommendations of the expert group meeting which, among other things, called upon: the United Nations system, Member States and indigenous peoples’ organizations to recognize the rights and special needs of indigenous women and girls; Member States to adopt measures, in conjunction with indigenous peoples, to ensure that indigenous women and girls enjoy the full protection and guarantees against all forms of violence and discrimination; the United Nations system to support efforts and initiatives that provide support and protection to indigenous women and girls; and indigenous communities to consider seriously the problem of violence against indigenous women and girls in their communities through ways that include the recognition and dismantling of existing patriarchal social relations, the elimination of discriminatory policies and a continuous commitment to indigenous women’s rights in all indigenous institutions and at all levels.

The Executive Secretary informed the Commission about the steps the secretariat had initiated to strengthen the resultsoriented focus of its technical cooperation work, which included: (a) larger, longerterm and better aligned capacity development projects, with emphasis on improved performance through strengthened results-based management; (b) a resource mobilization strategy that provides a framework for a more proactive approach to partnerships and donor relations, and the establishment of a Partnerships and Resource Mobilization Section; (c) continued efforts to strengthen relations with partners through meetings with a number of member States and donor agencies; and (d) enhanced engagement with some private sector counterparts as partners in promoting and delivering capacity development.

With the introduction of the interim constitution, an interim parliament has been constituted which presents new opportunities for working more closely with the government, particularly at the local levels.

The Committee also stresses that the 20-year global strategic plan should facilitate better management of United Nations facilities, including through greater efficiency and cost-effectiveness.

Introducing the Advisory Committee’s report on the revised security management framework and revised estimates relating to section 5 of the programme budget for the biennium 2010-2011 (A/65/575), she said that, in section I of its report, the Advisory Committee discussed the revised framework for accountability for the United Nations security management system, which reflected the change in organizational culture from a “when to leave” to a “how to stay” mindset and acknowledged for the first time that continued programme delivery meant that there would always be some residual risk.

Several challenges were encountered in the development of United Nations common country programmes: firstly, the domestic political situation, especially the growingconcern over human rights issues and the government’s sensitivity on human rights, have made it very difficult to develop a common United Nations country programme for which UNCT and the government would have shared ownership; secondly, the profile of the donor community in Iran is very low and it has been very difficult to generate FIT resources and joint United Nations programming; and, thirdly, there is still reluctance and technical barriers among UNCT members to put together financial and human resources for joint activities.

Delegations had also highlighted Ethiopia’s efforts to broaden freedom of expression by issuing licences to a number of press outlets, encouraged the continued expansion of social services, welcomed efforts to reduce child and maternal mortality and supported the food security policy.

Conversely, the absence of a consistent pattern of flagrant violations of human rights does not mean that a person might not be subjected to torture in his or her specific circumstances.

A number of specific comments were made as follows: the reference of the Code on the Marketing of Breast Milk Substitutes is important; the Code should be generic andfocus on the protection of consumers in countries which do not have adequate control measures for food quality; the Code should concentrate on the core provisions in Article 3 and should not be used to resolve issues dealing with compliance, which should be addressed by the CCFICS; the problem of illiteracy in some developing countries may be a challenge in order to provide consumer information and raise their awareness on food safety issues; and the Code should not reiterate existing provisions in Codex texts or the WTO agreements.

The Commission emphasized that significant challenges remain in implementing sustainable development policies, including the uncertainties in the global economic situation, inadequate resources, lack of capacity to implement national programmes and lack of knowledge and technology, and requested assistance from the international community with respect to those challenges.

The delegation of Thailand also noted that the discussions and recommendations for action from the Asia-Pacific Urban Forum were very useful and should be implemented to promote sustainable urban development in the region, and particularly requested the secretariat to prioritize three areas of work: firstly, to develop criteria and standards for city classification, such as “sustainable city”, “eco-city”, and “green industrial city” to provide a guideline for benchmarking sustainable urban development at the regional and subregional levels; secondly, to develop databases and networks at the regional and subregional levels that would include urban and rural population statistics and economic, social and physical data, including environment and geo-climatic data; and thirdly, to hold a symposium on urban climate change among member States in order to exchange experiences and best practices towards achieving sustainable city development.

For a number of reasons, it is not always possible to draft specific provisions in a suitable or discrete form, such as a convention or a model law, for incorporation into national legal systems: national legal systems often use widely disparate legislative techniques and approaches for solving a given issue, States may not yet be ready to agree on a single approach or common rule, there may not be consensus on the need to find a uniform solution to a particular issue, or there may be different levels of consensus on the key issues of a particular subject and how they should be addressed.

It is recognized that the increasing interdependence of national economies in a globalizing world and the emergence of rules-based regimes for international economic relations havemeant that the space for national economic policy, that is, the scope for domestic policies, especially in the areas of trade, investment and international development, is now often framed by international disciplines, commitments and global market considerations.

It was agreed that the Committee would start with work on “fees for technical assistance”, with a view to achieving concrete results for the next annual session, but it would also have a longer-term plan of work with a view to a comprehensive review of services issues for the United Nations Model Convention (see E/2011/45, para. 97).

Despite that broad conceptual acknowledgment, the political debate continues, first, on the nature of the security-development nexus; secondly, on the types of policies that should be pursued to achieve durable peace, security and sustainable development, including to address the root causes and drivers of conflicts; and thirdly, on the way forward for the Security Council to prevent the eruption or protraction of, or relapse into, violence, given the changing nature of conflicts and the security-development nexus, as well expressed in the concept note prepared by the Missionof Brazil (S/2011/50, annex).

The Coordinating Committee also considered that “to ensure the effective functioning of the mechanisms established by the States Parties” meant that, in part, it was essential that any new configuration would continue to ensure continuity and geographic representation.
