In my recent talks with government officials, they actually said they were literally "drowned in a sea of funds", not because there was a calamity, but because there was too much money.

Members of the public are not aware of their rights, and as the saying goes, "one does not speak out until he is at death's door"; the public spoke out only after 1 April and eventually gave rise to the serious public panic.

Furthermore, the large infrastructure projects that are going to be built, particularly the new airport, the relocation of the port westward, the new container terminals at Tsing Yi and Lantau Island and the river port at Tuen Mun, will all put heavy pressure on the part of the New Territories stretching from Tsuen Wan and Kwai Tsing to Tai Po, Yuen Long and Tuen Mun, as the New Territories become the pivot of passenger and cargo transport, especially in the case of the cross-border land traffic between China and Hong Kong.

During the rampant attack of SARS, the HEC had only suggested its customers to apply for loan guarantee for electricity tariffs, but this was virtually useless to the hardest-hit industries which were in deep water and on the verge of folding up.

Maybe they have grown used to the saying "it takes ten years to grow a tree, but a hundred years to rear a person" that they think that this is not the right method to handle the current urgent situation.

But it is a pity that the commander in chief of this battle, the Secretary for Health, Welfare and Food, Dr YEOH Eng-kiong, who is so arrogant, behaves as if he had fulfilled all his duties, just like what he did during the SARS outbreak last year.

And if you will come to their rescue only after a long time and after taking into account the situation, they may have already collapsed and that will be too late then.

The same resolution also called upon the “Kosovo Albanian leadership to enter immediately into a meaningful dialogue without preconditions and with international involvement, and to a clear timetable, leading to an end of the crisis and to a negotiated political solution to the issue of Kosovo”; demanded that “the Kosovo Albanian leadership and all others concerned respect the freedom of movement of the OSCE Verification Mission and other international personnel”; “[i]nsist[ed] that the Kosovo Albanian leadership condemn all terrorist actions”; and demanded that the Kosovo Albanian leadership “cooperate with international efforts to improve the humanitarian situation and to avert the impending humanitarian catastrophe” (resolution 1203 (1998), paras. 5, 6, 10 and 11).

There is a pressing need to create a central ministerial-level body with the authority and resources to manage energy security and effectively regulate energy policy and goals as well as reconcile competing interests between the vast state bureaucracy and state-owned companies.

He put the Consultation also in the context of the ongoing reform process of the Organization, in particular with regard to programming, and highlighted the recent revisions of the programme management cycle designed to ensure a more strategic and policy-focused approach and to facilitate a more rational allocation of programme resources between Headquarters and the field as well as between the various regions and clusters.

This should include support for efforts to promote literacy, including functional literacy, formal and non-formal education, beginning with early childhood and continuing on a lifelong basis, education in the mother tongue in the early stages of learning, values education including social and moral awareness, the development of a culture of dialogue, a commitment to a culture of peace, education for sustainable development, teacher training, technical and vocational education and training (geared towards enhancing employability and drawing on the expertise of UNEVOC) as well as science and technology education.
