With regard to the General Assembly’s request in resolution 62/228 for the Secretary-General to provide a detailed proposal regarding possible options for delegation of authority for disciplinary measures, including full delegation, as well as an assessment of possible implications for due process rights of staff members, the Rio Group concurred with the Advisory Committee that the Secretary-General’s report (A/63/314) did not assess the possible implications for staff members’ due process rights and that other options for managing disciplinary cases should also be explored, with full costing, so that more serious pending cases could be dealt with more expeditiously.

At its sixty-fourth session, the General Assembly invited all Member States to continue to inform the Secretary-General of their views and assessments on the issues of information security, and requested the Secretary-General, with the assistance of a group of governmental experts to be established in 2009 on the basis of equitable geographical distribution, to continue to study existing and potential threats in the sphere of information security and possible cooperative measures to address them, and to submit a report on the results of that study to the Assembly at its sixty-fifth session (resolution 64/25).

The Office for Internal Oversight Services endorsed the observation on disparate information technology systems made in paragraph 20 of the comprehensive report (A/64/284, para. 20), but the Procurement Division had not accepted its recommendation that information and communication needs should be formalized in a strategic plan aligned with the operational procurement strategy and that an information and communications technology (ICT) committee composed of representatives of functional users and ICT staff should be established.
