At the 11th meeting, on 10 February, the Vice-Chair, Susanne Fries-Gaier (Germany), made a statement in which she brought to the attention of the Commission a draft resolution entitled “Future organization and methods of work of the Commission for Social Development” (E/CN.5/2012/L.4), submitted by her on the basis of informal consultations.

A business diagnostic of 27 SMEs in the North-eastern State of Pernambuco supplying three large TNCs (Philips, Gerdau Ameristeel and Alcoa) showed, for example, that the smaller firms raised their sales volumes and significantly upgraded the quality of their products and their general management skills following 10 months of technical training to eliminate “weaknesses” identified by the partner TNCs.

Recalling that with extended subcommission meetings the plenary part of the twenty-eighth session would be held from 1 August to 9 September 2011, the Commission decided that the Subcommission established to examine the submission made by France in respect of the French Antilles and the Kerguelen Islands would meet from 29 August to 2 September 2011; the Subcommission established to examine the submission of Japan would meet from 1 to 12 August; the Subcommission established to examine the submission made by Uruguay would meet from 8 to 12 August and from 6 to 9 September 2011; and the Subcommission established to examine the submission made by the Philippines in respect of the Benham Rise region would meet from 29 August to 9 September 2011.

We take this opportunity to salute Mr. Alan Doss, head of MONUC, and to Lieutenant General Babacar Gaye, outgoing commander of MONUC and MONUSCO, for their excellent work in recent years in the Democratic Republic of the Congo.

Following a thorough consideration of the draft recommendations prepared by the Subcommission and of the presentation made by the delegations, the Commission adopted, by consensus, the “Recommendations of the Commission on the Limits of the Continental Shelf in regard to the revised submission made by Barbados on 25 July 2011”, on 13 April 2012; the “Recommendations of the Commission on the Limits of the Continental Shelf in regard to the submission made by France on 5 February 2009, in respect of the area of the French Antilles and the Kerguelen Islands”, on 19 April 2012; and the “Recommendations of the Commission on the Limits of the Continental Shelf in regard to the submission made by the Philippines in respect of the Benham Rise Region on 8 April 2009”, on 12 April 2012.

The Commission also decided that the Subcommission established to examine the submission made by France in respect of the French Antilles and the Kerguelen Islands would meet from 19 March to 5 April; the Subcommission established to examine the submission made by the Philippines in respect of the Benham Rise region would meet from 26 March to 5 April; the Subcommission established to examine the submission made by Uruguay would meet from 19 March to 5 April and, depending on the progress in the consideration of the submission, from 23 to 27 April; and the Subcommission established to examine the submission made by the Cook Islands in respect of the Manihiki Plateau would meet from 23 to 27 April.
