9. Human rights education and training is an ongoing process that begins at school or preschool age and that concerns all ages, all situations and all parts of society.

The main objectives of the educational system with regard to the teachings are to: improve education and school performance, achieve success for all in compulsory education, increase enrolment in early childhood education, baccalaureate programmes and vocational training, provide education on democratic citizenship, encourage lifelong learning, reinforce the equity of the educational system and converge with EU countries.

The 2010 report entitled “The State of Indigenous Children in Peru” prepared by the United Nations Children’s Fund (UNICEF) and the National Institute of Statistics and Informatics states that health insurance coverage has increased for indigenous peoples and that there is a higher proportion of indigenous children and adolescents covered by health insurance than non-indigenous children.

The percentage of children with special needs who have at least one disability stands at 9.1% among Bedouin children (in the southern Negev area), 8.3% among the total population of Arab children and 7.6% [...]

As a minimum, States should assess the coverage of children in street situations within general data collection relevant to children’s rights, address the challenges as necessary, and disaggregate data wherever available, in order to be able to identify and analyse information gathered about children in street situations.
