The SPT recommends that in every prison food should be provided to all prisoners, on a non-discriminatory basis, and carefully monitored by the prison administration, to ensure that provision meets the nutritional needs of individuals held in prison.

Some commentators were concerned with the prison discipline system, in that the procedure of prison superintendents hearing and determining disciplinary complaints against an inmate of the prison he administers, which often includes determining matters of credibility of his subordinate prison officers, was considered unfair.

However, just what should be subject to regulation does not produce consensus; accordingly market structure and entry conditions, degrees of competitiveness, ownership rules, investment levels, services quality, pricing and access to networks amongst others have been subject to regulatory oversight, and of varying degrees of strictness.

In addition, MONUSCO continued to mentor and advise prison authorities on prison administration and practices. In this regard, four prisonspecific training sessions were organized for 92 prison personnel, including 6 women, in Goma, Kindu, Kisangani and Lubumbashi.

Moves have begun to set up a national register of prisoners, with a view to creating an online database for each prison.

The Security Council could function more efficiently if it were able to benefit from a more comprehensive analysis of the situations it monitors, in particular of the root causes of conflicts, taking account of the socio-economic and environmental dimensions and other factors that threaten peace and security.

In addition, continuous coaching and dialogue related to the revision of 35 C/5 work plans and 36 C/5 expected results allowed a more rigorous application of the RBM approach.

He also pointed out that many applications are pending for longer periods, but no action is taken by any member of the Committee to expedite the decision on them, and called on Committee members to deal with all applicant organizations in a non-selective manner, arguing that the result of the vote would allow the Committee to continue its interaction and dialogue with the organization to alleviate the concerns expressed by different members.
