In paragraph 63 of his report (A/64/380), the Secretary-General provides information on a number of related initiatives being implemented concurrently with ERP within the United Nations Secretariat and missions, including: IPSAS implementation, the talent management system (recruitment and staffing), Lean Six Sigma (non-systems process improvement), enterprise content management and customer relationship management, as well as a fuel management system and a rations management system for peacekeeping functions.

A host of concrete proposals were suggested to the coordinators of the Dialogue, such as: dialogue and networking among universities; dialogue among young scientists, involving UNESCO chairholders in dialogue activities; dialogue among student journalists and seasoned media practitioners from both regions; the holding of youth forums; reactivation of the Committee for the Translation of Literary Works and increase in the translation of Arabic works into European languages; a comparative study of school textbooks; dialogue involving professionals from cultural industries; the organization of an interregional conference on the image of Arab-Islamic culture in European history books.

Through the implementation road map, a structured and effective organizational plan can be created to link the substantive work of the various annual meetings of States, supporting the idea of undertaking these discussions within specific sessions dedicated to the 2011 open-ended meeting of governmental experts and the 2012 Review Conference, respectively (which could be interlinked to discussions proposed under proposal number 1), and taking into account that the Biennial Meeting of States will consider the implementation of the programme of action and the Review Conference will review the progress made in its implementation and its structure.

For example, the text of the Final Document had significantly watered down the commitments for nuclear-weapon States to reduce the operational status of their arsenals and to cease the development and qualitative improvement of their nuclear weapons; it did not oblige the nuclear-weapon States to abolish the role of nuclear weapons in their military doctrines or to accept a legally binding instrument for the prohibition of nuclear weapons; it did not call for the withdrawal of nuclear weapons from the territories of non-nuclearweapon States; it did not include the specific timeline for the total elimination of nuclear weapons called for by the Group of Non-Aligned States parties to the Treaty; and, in particular, it failed to call upon Israel, the only obstacle to a nuclear-weapon-free zone in the Middle East, to cease the development of nuclear weapons and to accede to the Non-Proliferation Treaty without preconditions.

Speaking on behalf of 10 delegations, one speaker noted that the format achieved several results: (a) a clear understanding of the resource plan, including the expected contributions and resources used; (b) a more transparent linkage between resources and management results from the strategic plans, as well as a streamlining of results frameworks; (c) more transparent information on the use of all sources of income, core and non-core, for each costs category and functional cluster; (d) improved information on actual expenditures against projections; and (f) greater harmonization of the budgets, while respecting the specific business models of the agencies.

The objective of the verification was to: crosscheck the trade data of MB provided by feedstock end-users with data from MB producers; analyze and verify the actual application of MB as feedstock by checking the production process, technologies applied, production facilities and stocks as well as leakage; and confirm that MB producing and consuming enterprises strictly follow relevant laws and regulations.

While we share the scepticism expressed by various members of the Council regarding the commitment of the Government of Syria to complying with all six points in the Special Envoy’s proposal — points that the Government has committed to — we believe that the best course of action is to give the Government and the members of the opposition the benefit of the doubt, and to trust that the presence of United Nations observers on the ground will make a genuine difference to the capacity of the United Nations and the League of Arab States to help find a way out of this crisis.

In the same resolution, the Commission also took note of the report of the Executive Director on the collection and use of complementary data and expertise to support the global assessment by Member States of the implementation of the declarations and measures adopted by the General Assembly at its twentieth special session (E/CN.7/2008/8), submitted pursuant to Commission resolution 49/1.

Where existing practices have to be substantially changed, social and political interests challenged, and previously unconnected issues brought together, considerable thought and effort may be required, building support for action across a range of agents.

In conclusion, I reaffirm my delegation’s commitment to continue to support action by the Security Council and interested States with a view to attaining those objectives, while always giving precedence to the contribution that the United Nations should make, in the conviction that stability and security in the Middle East will come about as a result of dialogue and negotiation, not the use of force.

States Parties have also expressed that the following challenges remain in being able to live up their commitment to increase availability of and accessibility to appropriate services and ensure that appropriate services are accessible: lack of appropriate services with qualified personnel in remote areas; limited implementation of accessibility guidelines; and limited financial, technical and material resources.

In the modern world, the concept of security went well beyond the accumulation of armaments; the compelling security challenges emanating from climate change, poverty and underdevelopment, pandemic disease and terrorism threatened the very existence of a large part of the world’s population.

As they produce effects almost identical to those produced by reservations, these techniques nevertheless deserve to be mentioned in the part of the Guide to Practice devoted to the definition of reservations, if only so as to identify more clearly the key elements of the concept, distinguish them from reservations and, where applicable, draw appropriate conclusions with regard to the legal regime of reservations.

Upon incorporating the comments and explanations as may be applicable, from NOU, Lead IA and the Cooperating IAs, the evaluating entity shall finalize the report and submit to the NOU and Lead IA.
