The Commission expressed support for the current work programme of SIAP and pointed to the need for further strengthening training to continue meeting existing and emerging demands.

The aim of the project is to contribute to the integration of national Education for All plans into national poverty eradication strategies by ensuring synergy with ongoing projects on education and training regarding the culture of peace and human security; to strengthen human security by ensuring access by the most vulnerable sections of the community, in particular in rural areas, to basic social services, by providing multidisciplinary support to pilot projects at the local level.

The areas of concentration for the discussion panel on the topic “Contributing to the assessment, in the context of the United Nations Conference on Sustainable Development, of progress to date and the remaining gaps in the implementation of the outcomes of the major summits on sustainable development and addressing new and emerging challenges” are presented in annex III and are intended to identify important issues that the discussion panel may wish to consider, in particular by reference to the addendum to the annual report of the Secretary-General on oceans and the law of the sea (to be issued as A/66/70/Add.1).

Therefore, the Conference urges all States Parties possessing advanced biotechnology to adopt positive measures to promote technology transfer and international cooperation on an equal and non-discriminatory basis, particularly with countries less advanced in this field, while promoting the basic objectives of the Convention, as well as ensuring that the promulgation of science and technology is fully consistent with the peaceful object and purpose of the Convention.

(25) The debate also highlighted other themes which should be taken into account in the preparation of document 33 C/5: freedom of expression in the Internet age; safety of journalists; development of guidelines for access to information; policies on public domain information; the role of libraries and archives in building knowledge societies (also proposed as a theme for new intersectoral cooperation); continuation of the Memory of the World Programme as a flagship activity; reflection and guidelines on the use of open source software; capacity-building in communication and information and training of media professionals; public service broadcasting; development of community multimedia centres; and development of diverse and multilingual local content.

Mexico believed that Rio+20 should adopt decisions on the four main aspects of that institutional framework: first, integration of the three pillars and definition of an agenda for sustainability; second, strengthening coordination between United Nations agencies so as to discontinue separate discussion of development and sustainable development, treating all development as sustainable; third, fostering vertical integration of each of the three pillars, economic, social and environmental; and fourth, ensuring fulfilment of commitments assumed and those to be assumed at the Conference.

In some cases, specialized and industry-specific capabilities are enabling the use of ICTs to support gene sequencing, tissue sampling, and a growing array of techniques in materials sciences and chemistry.

In certain circumstances, a coastal State may exercise criminal jurisdiction on board a foreign ship within its territorial sea, including when the consequences of the crime extend to the coastal State, or if the crime disturbs the peace of the country or the good order of its territorial sea.

When, under the terms of the treaty or by reason of the limited number of the negotiating States and the object and purpose of the treaty, the participation of any other State in the treaty must be considered as requiring the consent of all the parties or of all the contracting States, the newly independent State may establish its status as a party or as a contracting State to the treaty only with such consent.

China’s ambassador to the UN has noted that a solution to the Darfur issue not only concerns the region’s security and humanitarian situation, ‘but also bears on the peace process between the North and the South of Sudan, the neighbouring country Chad and the security and stability of … Central Africa and the sub-region as a whole”.

At its sixty-fourth session, the General Assembly, welcoming the first elections in Afghanistan run entirely under the responsibility of the Afghan authorities, stressed the central and impartial role of the United Nations in promoting peace and stability in Afghanistan, and requested the Secretary-General to report to the General Assembly every three months during its sixty-fourth session on developments in Afghanistan, as well as on the progress made in the implementation of the resolution (resolution 64/11).

When it appears, from the limited number of negotiating States and organizations and the object and purpose of the treaty, that the application of the treaty in its entirety between all the parties is an essential condition of the consent of each one to be bound by the treaty, a reservation to this treaty is established with regard to the other contracting States and contracting organizations if it is permissible and was formulated in accordance with the required form and procedures, and if all the contracting States and contracting organizations have accepted it.

Despite all serious efforts to relaunch direct negotiations towards the attainment of the well-known and internationally-supported objectives of the peace process, a just and lasting settlement to the question of Palestine regrettably remains far from being achieved, as Israel, the occupying Power, continues to carry out illegal policies and practices that are totally contradictory to an outcome based on a two-State solution on the basis of the 1967 borders.

The United States turned down numerous peace proposals and initiatives put forward by the Government of the Democratic People’s Republic of Korea, such as the proposal for the conclusion of a peace treaty between the Democratic People’s Republic of Korea and the United States (1970s), the tripartite talks proposal to include south Korea in the Democratic People’s Republic of Korea-United States talks (1980s) and the proposal for the establishment of a new peace mechanism (1990s).

Israel’s continuation of such illegal policies and practices, in addition to its continuing illegal, inhumane and shameful blockade of the Gaza Strip and the immeasurable suffering and trauma it is inflicting on the 1.5 million civilians imprisoned there, constitutes yet further irrefutable evidence of the occupying Power’s abject disregard for international law, including humanitarian and human rights law, as well as its rejection of the legitimate, inalienable and internationally recognized rights of the Palestinian people to self-determination and freedom in their homeland.

Together with these steps, the international community must rededicate its attention and redouble its efforts towards the larger objective of a just, lasting and comprehensive peace in the Middle East and the resolution of the Palestinian question on the basis of international law and the full implementation of the relevant United Nations resolutions and agreements, the obligations of the parties and the framework provided by the Madrid terms of reference, the Road Map and the Arab Peace Initiative.

During his presentation, the Senior Monitoring and Evaluation Officer described phase-out results planned and achieved at the level of projects and national consumption, the link to the production sector phase-out of CFC-113 and CTC and its monitoring, the duration of conversion contracts, causes of delays and suggested remedies, the innovative phase-out contracts developed to convert numerous small solvent users, and the need for further development of the technical support system.

Delegates stressed that the geographical size and diversity of the region required specific and differentiated responses and actions, and that adaptation and mitigation options needed to be carefully prioritized.

One delegation suggested that inclusiveness and global applicability of the standard could be achieved even if it was elaborated as a regional standard by the CCNEA provided that comments of observer countries outside the region were actively sought and duly considered by the CCNEA.
