With regard to the implementation of extrabudgetary projects, it was stressed that the funds are managed on an ongoing multi-year basis without an annual or biennial cut-off constraint for funds allocation, whichresults in a relatively lower expenditure rate than the timeelapsed theoretical rate of 100%.
